Tender Quality Score

This tender for the Cardiff Riding School is a well-described Expression of Interest, clearly outlining the project's vision and requirements for a future operator. While it provides good clarity on the project's scope and strong social objectives, it lacks formal procedural details, mandatory exclusion grounds, and evaluation criteria, indicating an early 'planning' stage.

Score Breakdown

Legal Compliance75/100

The tender lacks a clearly defined formal procedure type and does not specify mandatory exclusion grounds, which are significant legal omissions. However, the CPV code is appropriate, and there are no reported disputes or suspensions. As an Expression of Interest, some full tender legal requirements may not yet apply, but these omissions are still notable.

Missing formal procurement procedure type
Mandatory exclusion grounds not specified
Clarity80/100

The description of the facility, its current operations, and the council's aims are very clear and detailed. The AI-extracted requirements are well-articulated and understandable. The primary clarity issue is the absence of specified evaluation criteria, though for an Expression of Interest, this is less critical than for a full tender.

No evaluation criteria specified for the EOI or subsequent stages
Completeness70/100

While basic information such as title, reference, organization, estimated value, duration, and location are provided, several key administrative fields like 'Liable Person', 'Type', and 'Procedure' are missing. Crucially, mandatory exclusion grounds and evaluation criteria are not defined, impacting the overall completeness of the tender documentation.

Missing 'Liable Person'
Missing formal 'Type' and 'Procedure' definitions
Fairness85/100

The estimated value is disclosed, and electronic submission via Proactis is enabled, promoting equal access. The requirements, while specific to the project, do not appear tailored to a single company. The tender explicitly states that non-participation in the EOI will not exclude bidders from the formal tender, which enhances fairness for this preliminary stage, despite the lack of specified evaluation criteria.

No evaluation criteria specified, potentially impacting transparency for future stages
Practicality65/100

Electronic submission is supported via the Proactis platform, and key dates (contract start, duration) and URLs are provided. However, the 'planning' status and missing formal procedure type suggest this is a very early stage, meaning full practical details for a formal tender are not yet established. One document download failure is a minor practical inconvenience.

Tender status 'planning' indicates a preliminary stage with potential for changes
One document download failed
Data Consistency90/100

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. While some fields like 'Liable Person', 'Type', and 'Procedure' are missing, this does not create internal contradictions within the provided data. The explicit mention of Proactis for e-submission clarifies any potential automated check discrepancies.

Missing 'Liable Person', 'Type', and 'Procedure' fields
Sustainability50/100

The tender demonstrates a strong focus on social aspects, particularly through educational opportunities for at-risk children and young people. It also includes an innovation focus by aiming to modernize systems and develop an 'equestrian centre of development and excellence'. However, there is no mention of green procurement aspects.

No green procurement aspects mentioned

Strengths

Clear and detailed project description and objectives
Strong focus on social aspects (education for at-risk children)
Value, duration, and key dates are specified
Electronic submission via Proactis is supported
Requirements are clearly articulated for the EOI stage

Concerns

Missing formal procedure type and mandatory exclusion grounds
Absence of specified evaluation criteria for the EOI or subsequent stages
Several key administrative fields (e.g., Liable Person) are unpopulated
No mention of green procurement aspects
'Planning' status suggests a very preliminary stage, with potential for significant changes

2. Develop and publish transparent evaluation criteria for all stages of the procurement process.
3. Ensure all administrative fields are populated and provide comprehensive tender documentation for the formal tender.
