Tender Quality Score

This is a well-structured pre-market engagement notice, clearly outlining its purpose to gather feedback for an upcoming framework tender, though the actual engagement pack requires an email request rather than direct download.

Score Breakdown

Legal Compliance90/100

The notice clearly identifies itself as a pre-market engagement in the planning phase, which appropriately explains the 'None' for procedure type. The CPV code is relevant, and the timeline for feedback is reasonable. This approach aligns with good procurement practice for market consultation.

Clarity95/100

The description is highly clear and unambiguous, explicitly stating its purpose as an 'information gathering exercise' and that it's not a formal tender. Instructions for requesting and submitting feedback are well-defined. The AI-extracted requirements accurately reflect that specific tender requirements are not yet applicable.

Completeness70/100

Essential information such as title, organization, reference, estimated value, duration, and key dates are provided. However, the actual 'pre-market engagement pack' is not directly attached to the notice, requiring interested parties to request it via email, which is a minor gap in immediate accessibility.

Pre-market engagement pack not directly attached, requires email request.
Fairness75/100

The estimated value is disclosed, and the timeframe for providing feedback is reasonable. The request for feedback is generic and does not appear tailored. However, requiring an email request for documents and email submission, rather than using a dedicated e-procurement portal, slightly reduces transparency and equal access compared to best practices for formal tenders.

Document access and submission via email rather than a dedicated e-procurement platform.
Practicality80/100

The notice provides clear instructions for participation, including an email address for requesting the engagement pack and submitting feedback. Key dates, estimated value, and contract duration are all specified, making it practical for potential suppliers to understand the scope and timeline.

Data Consistency95/100

All provided data points are consistent. The 'planning' status aligns with the 'pre-market engagement' description and the absence of a formal procedure type. Dates are logical, and there are no reported disputes.

Sustainability30/100

There is no mention of green procurement, social aspects, or innovation focus within the provided information. While this is common for a pre-market engagement, its absence means no points can be awarded for sustainability considerations at this stage.

No mention of green, social, or innovation aspects.

Strengths

Clear purpose as a pre-market engagement.
Comprehensive basic information provided.
Reasonable timeline for feedback.
Value and duration clearly specified.
Good data consistency.

Concerns

Pre-market engagement pack not directly accessible (requires email request).
Submission via email rather than a formal e-procurement platform.
No mention of sustainability, social, or innovation criteria.
No formal evaluation criteria (though expected for this stage).

Recommendations

1. Consider providing the pre-market engagement pack directly as an attachment to enhance accessibility.
2. For future formal tenders, utilize a dedicated e-procurement platform for document access and submission to improve transparency and auditability.
3. Integrate and clearly communicate sustainability, social, and innovation objectives even at the pre-market engagement stage to gauge market interest and capability.
