Original Tender Description

Hanke eesmärgiks on luua uus keskne infotehnoloogiline lahendus Eesti Vabariigi riigieelarve protsessi (planeerimine, rakendamine, seire ja analüütika) toetamiseks, selle lahenduse juurutamine ja haldamine (SaaS teenusena). Tööde detailne kirjeldus ja töö teostamise tingimused on lisatud hanke alusdokumentide hulka. Hanke infopäev toimub 16.12.2025, kell 15:00-17:00 Teamsi keskkonnas. Kohtumise liitumislink lisatakse riigihangete registrisse hiljemalt 3 päeva enne kohtumise algust. Infopäev on eesti või inglise keeles, sõltuvalt infotunnil osalejate vajadusest. Parema ülevaate saamiseks soovitame enne infopäeva tutvuda töö sisu ja muude hanke alusdokumentidega. Teamsi koosoleku sisu salvestatakse.

ELIGIBILITY REQUIREMENTS

  • Bidders must electronically confirm fulfillment of qualification conditions as outlined in the European Single Procurement Document (ESPD).
  • The bidder must have a legal seat within the European Union.
  • The product offered must have at least one year of market presence.
  • The procurement is for a single contractor; however, joint bids are permitted and must follow specific instructions.
  • Foreign branches must follow specific instructions.
  • Reliance on third-party resources must follow specific instructions.

TECHNICAL CAPABILITY REQUIREMENTS

  • The proposed solution must meet the specified Service Level Agreement (SLA) conditions, including working hours, technical support, planned and emergency changes, and availability metrics.
  • The proposed solution must include user support conditions, documentation availability, and provision of consultation hours.
  • The proposed solution must meet non-functional requirements, including security (ISO 27001 compliance, GDPR compliance, data located within the EU, use of approved hyperscalers), scalability, high availability, fault tolerance, data replication, backups, and disaster recovery.
  • The proposed solution must comply with the general cross-functional, non-functional, and technical requirements for information systems commissioned or managed by the State Shared Service Centre (RMiT), covering quality, accessibility, security, and technological standards.
  • The proposed solution must meet the specified functional requirements, including system strategy and metric management, configuration of planning levels, linking to development plans, and comparing versions with financial data.
  • The tenderer must fulfill and confirm mandatory non-functional requirements covering system architecture, usability, data management, and integrations.
  • Bidders must demonstrate their capabilities through trial work, including environment setup, login, manual usage, and video demonstration.
  • The proposed solution must meet the specified functional selection criteria.
  • The proposed solution must utilize required and preferred IT technologies and platforms.
  • Bidders must demonstrate their capabilities through test work, covering system setup, data management, and report generation.

  • The bidder must have a minimum annual turnover of €1 million.

SUBMISSION REQUIREMENTS

  • Bids will be evaluated based on cost (base licenses, additional licenses, installation project) and quality requirements.
  • If submitting a joint tender, a power of attorney authorizing one joint tenderer to represent the others is required.
  • Bidders must accept the terms of the draft framework and procurement contract.
  • The bid must include a detailed installation project plan.
  • The bid must provide costs for base licenses, installation project, and additional licenses.
  • The bid must provide the workload (in hours), applicable hourly rate, and total cost for data migration and other installation activities for the Minimum Viable Product (MVP) phase.
