Tender Quality Score

This is a market engagement notice for maintenance services. While clear in its immediate purpose, it lacks formal tender elements like a defined procedure type, evaluation criteria, and e-submission, and raises significant fairness concerns due to brand-specific equipment requirements.

Score Breakdown

Legal Compliance75/100

The tender is in a 'planning' status and functions as a market engagement notice, which mitigates some formal legal compliance requirements. However, the absence of a defined procedure type and detailed mandatory exclusion grounds for the subsequent tender process is a notable gap. CPV codes are appropriately assigned, and there are no disputes.

Undefined procedure type
No specific mandatory exclusion grounds detailed
Clarity80/100

The description of the required services, including specific Hamilton Medical models and quantity, is clear and unambiguous. The AI-extracted requirements for market engagement (eligibility, technical capability, submission) are well-documented and understandable for this phase. However, the absence of evaluation criteria is a significant clarity issue for a future formal tender.

Missing evaluation criteria for subsequent tender
Completeness70/100

Basic information such as title, reference, organization, estimated value, duration, and contract start date are all provided. Documents are attached and summarized. However, the tender lacks a defined procedure type and comprehensive evaluation criteria, which are crucial for a complete formal tender.

Undefined procedure type
Missing evaluation criteria
Fairness40/100

The requirement for maintenance services specifically for 'Hamilton Medical ventilators and humidifiers' and listing specific Hamilton models strongly suggests tailoring to a particular brand or its authorized service providers. This significantly limits competition and raises major fairness concerns. Additionally, the lack of e-submission and missing evaluation criteria further reduce transparency and equal access.

Requirements tailored to specific brand (Hamilton Medical)
No electronic submission (e-submission) supported
Practicality65/100

The tender specifies the contract start date and duration, which is practical. However, the reliance on email for initial contact and the absence of e-submission capabilities are practical drawbacks. No explicit document URL is provided beyond the listing of documents.

No electronic submission (e-submission) supported
No explicit document URL provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated and consistent. There are no reported disputes or suspensions. Minor gaps include 'Type: None', 'Procedure: None', and an empty 'Liable Person' field.

Missing 'Type' and 'Procedure' definitions
Empty 'Liable Person' field
Sustainability50/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. It is not indicated as EU funded. This represents a missed opportunity to integrate broader sustainability objectives.

No green procurement criteria
No social criteria

Strengths

Clear description of required services and equipment models
Estimated value, duration, and contract start date are specified
All basic information (title, reference, organization) is present
Documents are available and summarized
No disputes or suspensions

Concerns

Requirements are highly specific to Hamilton Medical equipment, potentially limiting competition
No defined procedure type or formal tender status
Missing evaluation criteria for future tender stages
No electronic submission (e-submission) supported
Lack of sustainability, social, or innovation criteria

Recommendations

1. Clearly define the procurement procedure type and status for subsequent stages.
2. Develop objective and transparent evaluation criteria for the eventual tender.
3. Justify the brand-specific requirements or explore alternatives to ensure broader competition where possible, and implement e-submission for enhanced accessibility.
