Good

Tender Quality Score

This is a clear and fair Preliminary Market Engagement notice for a significant construction project, effectively outlining the scope and requirements for potential contractors. However, it lacks formal identification of the procurement procedure type and details regarding e-submission for the eventual tender.

Score Breakdown

Legal Compliance65/100

The absence of a defined procedure type (e.g., PIN, RFI) is a significant administrative and legal oversight, even for a Preliminary Market Engagement. Deadlines are reasonable for a PME event.

Missing formal procedure type
Clarity90/100

The project description and AI-extracted requirements are exceptionally clear and understandable for a Preliminary Market Engagement notice. The lack of evaluation criteria is appropriate for this stage.

Completeness75/100

Basic information, deadlines, value, duration, and location are provided. Requirements are defined, which is good for a PME. However, the formal procedure type and liable person are missing.

Missing formal procedure type
Missing liable person
Fairness90/100

Requirements are generic and not tailored to a specific company. The estimated value is disclosed, and full document access is provided. The online nature of the PME event ensures fair access for participation.

Practicality70/100

The online Preliminary Market Engagement event is practical. However, the 'no e-submission' flag suggests a potential lack of a formal e-procurement system for the subsequent tender, which is a practicality concern for the overall process.

Lack of explicit e-submission platform for the eventual tender
Data Consistency70/100

Key fields such as 'Type', 'Procedure', and 'Liable Person' are unpopulated, impacting data consistency. Other dates and information are logical and consistent.

Empty 'Type' field
Empty 'Procedure' field
Sustainability50/100

The project mentions 'sustainable surface water management' (soakaways) as a minor green aspect. However, there is a general lack of explicit focus on broader sustainability, social, or innovation criteria.

Minimal focus on broader sustainability, social, or innovation criteria

Strengths

Clear and detailed project description
Requirements are well-defined and generic for market engagement
Estimated value and contract duration are clearly specified
Full document access and online event for participation
Good data consistency for populated fields

Concerns

Missing formal procedure type and liable person
Lack of explicit e-submission platform for the eventual tender
Minimal focus on broader sustainability, social, or innovation criteria
Absence of evaluation criteria (though expected for PME, it's a future concern)

Recommendations

1. Clearly define the formal procedure type (e.g., Prior Information Notice, Request for Information) for legal compliance.
2. Provide information on the planned e-procurement platform for the subsequent tender phase.
3. Consider integrating more explicit sustainability, social, and innovation criteria into the project planning.
