Tender Quality Score

This tender for waste recycling services presents a clear scope and requirements but suffers from critical omissions regarding evaluation criteria and a significant data inconsistency with one of the attached documents.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type (Open) and CPV code appropriately. The submission period of 27 days from today's date is reasonable. No disputes or suspensions are noted. However, the 'Missing reveal date' is a minor transparency concern.

Missing reveal date
Clarity60/100

The description of services and AI-extracted requirements are clear and unambiguous. However, the critical absence of specified evaluation criteria significantly hinders clarity for potential bidders, making it difficult to understand how proposals will be assessed.

No evaluation criteria specified
Performance conditions not explicitly detailed
Completeness70/100

Most basic information, financial details, timeline, duration, and location are provided. Requirements are listed. However, the tender is incomplete due to the critical absence of evaluation criteria and some empty fields like 'Liable Person' and procedure 'Code'.

No evaluation criteria specified
Missing 'Liable Person' field
Fairness50/100

The estimated value is disclosed, and requirements appear generic, not tailored to a specific company. The division into three lots also promotes broader participation. However, the critical absence of evaluation criteria severely compromises fairness and transparency. The lack of electronic submission also reduces equal access for all potential bidders.

No evaluation criteria specified
No e-submission support
Practicality65/100

The contract start date, financing information, and duration are clearly specified. However, the lack of electronic submission support is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders.

No e-submission support
Document URL not explicitly provided in the text
Data Consistency40/100

Dates are logical and consistent, and there are no reported disputes. However, several key fields are empty ('Liable Person', procedure 'Code'). Most critically, the content summary for 'Document 3: Tender Notice' is completely irrelevant to this tender, indicating a significant data processing or attachment error that could mislead bidders.

Inconsistent content summary for Document 3 (irrelevant to tender)
Missing 'Liable Person' field
Sustainability50/100

The core service of 'Mixed Inert Waste Acceptance and Recycling' is inherently a green procurement initiative, contributing positively to environmental sustainability. However, the tender does not explicitly include additional social aspects or an innovation focus beyond the primary service.
