Tender Quality Score

This tender for catering services is generally well-described with clear basic information and a reasonable timeline, but it suffers from significant deficiencies in transparency and completeness, notably the absence of explicit evaluation criteria and the lack of e-submission.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code correctly, and there are no disputes. However, the absence of a reveal date and the lack of explicit detail on mandatory exclusion grounds and financial requirements in the AI summary represent minor compliance gaps. Empty codes for procedure type are also noted.

Missing reveal date
Empty codes for procedure type and type
Clarity60/100

The description of the service and scope is clear. However, the critical absence of specified evaluation criteria makes it difficult for bidders to understand how their proposals will be judged. Performance conditions (KPIs) are mentioned but not detailed, reducing overall clarity.

No evaluation criteria specified
Performance conditions (KPIs) mentioned but not detailed
Completeness65/100

The tender includes essential basic information, financial details, duration, and attached documents. However, it is significantly incomplete due to the explicit lack of evaluation criteria and the high-level nature of the AI-extracted eligibility, technical, and financial requirements, which lack specific thresholds or detailed conditions.

No evaluation criteria specified
High-level and non-specific eligibility, technical, and financial requirements
Fairness55/100

While the estimated value is disclosed and requirements do not appear tailored, the absence of specified evaluation criteria is a major impediment to fair and transparent competition. Furthermore, the lack of e-submission capabilities creates an unnecessary barrier and reduces equal access for all potential bidders.

No evaluation criteria specified
No e-submission
Practicality60/100

The tender clearly states the contract start date and duration. However, the absence of electronic submission is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders and the contracting authority. No explicit document URL is provided, though documents are present.

No e-submission
No explicit document URL provided
Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include empty codes for the procedure type and a slight contradiction in the AI summary regarding the explicit mention of mandatory exclusion grounds.

Empty codes for procedure type and type
Contradiction in AI summary regarding mandatory exclusion grounds
Sustainability30/100

The tender explicitly lacks any focus on green procurement, social aspects, or innovation criteria. While investment proposals are invited, these primarily relate to facility upgrades rather than sustainable service delivery or broader societal benefits, indicating a low priority for sustainability.

Not green procurement
No social criteria
