Original Tender Description

The fundamental aim and objective of IPM North was to provide contemporary commercial space that would attract inward-investment and enable innovation and business growth in Medway with a focus on Rochester. Additionally, IPM North would help the Council attract new businesses and realise the reinvestment of business rates. This is also one of the core benefits of the North Kent Enterprise Zone. IPM North was promoted following a raft of Council-instructed research and evidence which demonstrated that Medway and Rochester contained areas of economic and social deprivation and a disproportion of investment in high-technology and research and development (R&D) space, compared to other locations in Kent and the south-east. IPM North, when fully operational, was expected to encourage collaboration, the sharing of skills, ensure flexibility of workspaces to foster face-to-face communication and to allow for technology change and at the same time strengthen links with local universities which already provide highly skilled talent and world-class research and development facilities. The core aims and objectives of the IPM North development remain the same including: • Creating a hub for knowledge-based employment and innovation. • Improving the number and quality of jobs. • Retaining and increasing the local skills base. • Creating an innovation environment that fosters entrepreneurial activity. • Achieve long-term economic sustainability. • Delivering an adaptive development to meet changing demand. PREFERRED DELIVERY APPROACH The Council has considered the delivery options for IPM North and its preferred delivery approach is to procure a development partner with a development agreement entered by both parties with a clear set of obligations and performance requirements. This model has been chosen by the Council to retain strategic control over the development and provide them with a more balanced risk profile than direct delivery, a joint venture, or a land sale. Tender Quality Score

This tender for the Innovation Park Medway project presents a clear vision but suffers from significant omissions in critical procurement details, particularly regarding evaluation criteria and procedure type, which severely impact fairness and transparency.

Score Breakdown

Legal Compliance65/100

The tender lacks a defined procedure type and reveal date, which are fundamental legal requirements. The 'Liable Person' field is also empty. The presence of a termination notice for other contracts due to a challenge raises concerns about the contracting authority's overall procurement compliance.

Missing procedure type
Missing reveal date
Clarity60/100

While the project description and AI-extracted requirements are clear and well-articulated, the critical absence of specified evaluation criteria significantly hinders the clarity of the tender process. Performance conditions are mentioned but not detailed.

Missing evaluation criteria
Performance conditions not detailed
Completeness65/100

Basic information like title, reference, organization, value, and duration are present. However, the tender is incomplete due to the absence of evaluation criteria, a defined procedure type, and a reveal date. The 'Liable Person' field is also empty.

Missing evaluation criteria
Undefined procedure type
Fairness55/100

The lack of specified evaluation criteria is a major impediment to fairness, as bidders cannot understand the basis for assessment. While the submission period (18 days from today) is above the minimum, it may be considered tight for a complex £100M development project, especially without a clear reveal date.

Missing evaluation criteria
Potentially short deadline for project complexity and value
Practicality75/100

Electronic submission is supported via the provided portal links, and the contract start date and duration are clearly specified. The estimated value is disclosed. However, detailed financing information beyond the estimated value is not explicitly available in the provided text.

Detailed financing information beyond estimated value is not explicit
Data Consistency60/100

Several key fields such as 'Type', 'Procedure', and 'Liable Person' are unpopulated, indicating data gaps. The missing reveal date also contributes to inconsistency. While not directly inconsistent with this tender's data, the 'Planning Notice' for other contracts suggests broader data management or procurement process issues within the organization.

Empty 'Type', 'Procedure', 'Liable Person' fields
Missing reveal date
Sustainability70/100

The tender demonstrates a strong focus on social aspects (job creation, skills development) and innovation. However, explicit green procurement criteria or environmental sustainability considerations are not mentioned in the provided information.
