Tender Quality Score

This tender outlines a significant contract for surfacing and quarried materials but suffers from a critical lack of accessible tender documents and detailed evaluation criteria, which severely impacts transparency and fairness.

Score Breakdown

Legal Compliance100/100

The tender mentions mandatory exclusion grounds and adherence to applicable procurement law, which is standard. However, the absence of actual tender documents makes it impossible to verify the full legal framework and specific conditions.

No tender documents available to verify full legal compliance.
Clarity40/100

The description provides a clear overview of the contract's scope and purpose. However, the extracted requirements are high-level and lack the specific detail typically found in comprehensive tender documents, leading to ambiguity for potential bidders.

High-level requirements without detailed specifications.
Absence of full tender documents creates significant ambiguity.
Completeness83/100

This is the weakest aspect. The tender explicitly states 'DOCUMENTS (0 total)' and 'No document content available,' which is a fundamental flaw. Essential information like detailed specifications, terms and conditions, and evaluation criteria are missing.

No tender documents provided.
Missing detailed specifications, terms and conditions, and crucial evaluation criteria.
Fairness60/100

The open procedure and general requirements suggest an intent for fairness. However, the absence of detailed tender documents, especially evaluation criteria, makes it impossible for bidders to understand how their proposals will be judged, creating an uneven playing field and potential for arbitrary decisions. The high estimated value and broad scope for a single supplier could also limit competition if not clearly defined.

Lack of evaluation criteria compromises fairness and transparency.
Absence of detailed requirements could disadvantage bidders without prior insight.
Practicality40/100

The concept of a single supplier Term Service Contract with Task Orders is practical for the council's needs. However, the lack of detailed requirements and documents makes it impractical for bidders to prepare a comprehensive and competitive offer.

Bidders cannot practically prepare a robust bid without access to full tender documents and detailed requirements.
Data Consistency100/100

The provided basic information and extracted requirements appear consistent with each other. The estimated value aligns with the scope described.

Sustainability0/100

No specific sustainability (green procurement, social criteria, innovation focus) requirements or considerations are mentioned in the provided information or extracted requirements.

No explicit sustainability, social, or innovation criteria mentioned.

Strengths

Clear contract title, reference, and organization.
Detailed description of the contract's scope and purpose.
Estimated value and contract duration are clearly stated.
Open procedure promotes broad participation.
Identifies mandatory exclusion and eligibility grounds.

Concerns

Critical: No tender documents attached or available, making the tender non-functional.
Critical: Absence of evaluation criteria, severely impacting transparency and fairness.
Requirements are high-level, lacking specific details for technical and financial aspects.
Potential for limited competition due to a single-supplier contract for a high value and broad scope, especially without clear definitions.
No mention of sustainability, social, or innovation criteria, missing an opportunity for broader public value.

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed specifications, terms and conditions, and explicit evaluation criteria.
2. Provide clear and specific technical and financial requirements to enable fair and competitive bidding.
3. Consider incorporating sustainability, social, and innovation criteria to maximize public value.
