Good

Tender Quality Score

Overall, the tender documentation is clear and comprehensive in many aspects, but significant deficiencies include the absence of evaluation criteria, an inadequate CPV code, and the lack of an e-submission option.

Score Breakdown

Legal Compliance70/100

The procedure type is clearly defined as an open competition below threshold, and no disputes are noted. However, the single CPV code (45330000) is insufficient for a framework covering eight distinct maintenance works. Mandatory exclusion grounds are not explicitly mentioned, and minor administrative fields like 'Liable Person' and procedure codes are missing.

Inadequate CPV code for the broad scope of works
No explicit mention of mandatory exclusion grounds
Clarity65/100

The tender description and requirements are clear, well-categorized, and supported by numerous detailed documents and KPIs for most lots. However, the critical absence of specified evaluation criteria significantly hinders clarity, as bidders cannot understand how their proposals will be assessed.

No evaluation criteria specified
Completeness60/100

Most essential information, including title, value, duration, and contract dates, is provided. A large volume of supporting documents is listed. Nevertheless, the lack of specified evaluation criteria represents a major gap in completeness. Additionally, two documents failed to download, and the 'Liable Person' field is empty.

No evaluation criteria specified
Two documents failed to download
Fairness55/100

The tender discloses its value and allows bidding for individual lots, promoting participation. Requirements appear generic and not tailored. However, the absence of evaluation criteria severely compromises transparency and fairness. The lack of an e-submission option also creates potential barriers to equal access, and an irrelevant document was included.

No evaluation criteria specified
No e-submission
Practicality60/100

The contract start date and duration are clearly specified, aiding planning. The provision of numerous detailed documents per lot is practical for comprehensive understanding. However, the absence of electronic submission is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders.

No e-submission
Data Consistency50/100

Key fields are mostly populated, and dates are logical. However, the single CPV code is inconsistent with the broad, multi-lot scope of works. A major inconsistency is the inclusion of an entirely irrelevant document (Document 4) from a different council for a different service, indicating poor quality control. Minor codes and the 'Liable Person' field are also missing.

Inconsistent CPV code with the broad scope of works
Irrelevant document included (Document 4)
Sustainability40/100

The tender does not explicitly incorporate any green procurement criteria, social aspects, or an innovation focus. This absence of sustainability considerations results in a lower score in this category.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear description of the framework agreement and its division into lots
Detailed technical and contractual documents provided per lot
Estimated value, contract duration, and start date are clearly specified
Division into lots allows for broader participation
Use of standardized NHF contract forms

Concerns

Absence of specified evaluation criteria
Inadequate CPV code for the broad scope of works
No electronic submission option
Inclusion of an irrelevant document in the tender package
Lack of explicit sustainability, social, or innovation criteria

Recommendations

1. Publish clear and objective evaluation criteria to ensure transparency and fairness.
2. Correct and expand CPV codes to accurately reflect all eight distinct lots of work.
3. Implement an e-submission platform to improve accessibility and efficiency for bidders.
