Score Breakdown

Legal Compliance75/100

As a Preliminary Market Engagement, full tender compliance is not expected. The PME itself is a legitimate pre-procurement step. The CPV code is appropriate, and there are no disputes. Minor formal gaps exist with 'Type' and 'Procedure' fields being 'None'.

Type and Procedure fields are 'None'

The purpose of the PME, its scope, and the requirements for market intelligence gathering are clearly articulated. The AI-extracted requirements are well-categorized and understandable. The absence of evaluation criteria is appropriate for a PME.

Completeness70/100

Most essential information for a PME is present, including title, organization, description, deadlines, and duration. The estimated value of 1.00 EUR is typical for market engagement. However, one document failed to download, and the 'Type' and 'Procedure' fields are unpopulated.
