Tender Quality Score

This tender for care leaver support services has a clear description and strong social focus, but is severely hampered by the lack of accessible full documents, undisclosed value, and missing evaluation criteria, significantly impacting fairness and completeness.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV codes appropriately. The submission period is reasonable. However, the estimated value is classified, and the AI summary indicates no specific mandatory exclusion grounds are mentioned, which could be a legal oversight if not detailed in the full documents. Missing procedure codes are a minor detail.

Estimated value is classified, reducing transparency.
No specific mandatory exclusion grounds mentioned in the provided description (implies they might be missing from full documents).
Clarity60/100

The service description and AI-extracted requirements are clear and unambiguous. However, the critical absence of specified evaluation criteria is a major flaw, making it unclear how bids will be assessed.

No evaluation criteria specified.
Completeness40/100

Basic information, deadlines, and duration are present. However, the most significant issue is the complete lack of accessible tender document content for review, which means a comprehensive assessment is impossible. The estimated value is also not disclosed, and evaluation criteria are missing.

No tender document content available for review.
Estimated value is not disclosed.
Fairness30/100

Fairness is significantly compromised by the lack of access to full tender documents, the classified estimated value, and the absence of transparent evaluation criteria. The lack of e-submission also presents a barrier to equal access.

No access to full tender document content.
Estimated value is classified.
Practicality50/100

The contract start date and duration are clear. However, the absence of e-submission is a practical drawback. The classified value and the unavailability of full document content for review also pose practical challenges for potential bidders.

No electronic submission option.
Estimated value is classified.
Data Consistency80/100

Key dates are logical and consistent, and there are no reported disputes or suspensions. Minor fields like 'Liable Person' and procedure codes are unpopulated, and the value is classified, but this does not create internal inconsistencies.

Some minor fields (Liable Person, procedure codes) are unpopulated.
Sustainability70/100

This tender has a strong inherent social sustainability aspect, focusing on supporting vulnerable young people (care leavers). However, it lacks explicit green procurement or innovation focus elements.

No explicit innovation focus.

Strengths

Strong social sustainability focus inherent in the service.
Key dates (submission, contract start, duration) are clearly specified.

Concerns

Lack of access to full tender documents (content/summaries: 0).
Absence of specified evaluation criteria.

No electronic submission option.
Potential lack of explicit mandatory exclusion grounds in full documents.

1. Publish full tender documents with all annexes and detailed instructions to ensure transparency and completeness.
2. Clearly define and publish objective evaluation criteria to ensure fairness and clarity for bidders.
3. Disclose the estimated contract value to provide bidders with a better understanding of the contract's scale and importance.
