Original Tender Description

This service focuses on preventing rough sleeping wherever possible and ensuring that, where prevention is not successful, rough sleeping does not become repeated or prolonged. Its aim is to intervene early, reduce the risk of people sleeping rough, and support coordinated action so that individuals do not cycle back into homelessness. The service will take a coordination role across the partnership, organising and aligning activity to strengthen the prevention of rough sleeping. It will work closely with services that support people at risk of, or experiencing, rough sleeping to ensure that approaches, pathways and responses are joined up and effective.

Tender Quality Score

This tender presents a clear service description for a critical social issue but suffers from significant deficiencies in documentation, particularly the absence of evaluation criteria and detailed requirements, impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code appropriately. However, the absence of explicit mandatory exclusion grounds and, critically, evaluation criteria, raises compliance concerns. The missing reveal date also impacts transparency.

Missing evaluation criteria
No explicit mandatory exclusion grounds mentioned
Clarity65/100

The service description and AI-extracted technical capability requirements are clear and understandable. However, the overall clarity is significantly hampered by the explicit lack of evaluation criteria and detailed eligibility, financial, and exclusion requirements.

Missing evaluation criteria
Lack of detailed eligibility, financial, and exclusion requirements
Completeness55/100

While basic information like title, reference, organization, value, duration, and contract start date are present, the tender is critically incomplete due to the absence of processed tender document content and the explicit lack of evaluation criteria and comprehensive requirements.

No processed tender document content available
Missing evaluation criteria
Fairness45/100

Fairness is severely compromised by the critical absence of evaluation criteria, making it impossible for bidders to understand how their proposals will be assessed. The lack of e-submission and full document content access further reduces transparency and equal opportunity.

Missing evaluation criteria
No e-submission support
Practicality60/100

The tender specifies the contract start date and duration, which is practical. However, the lack of e-submission support and the absence of a direct document URL in the provided summary present practical hurdles for potential bidders.

No e-submission support
No document URL provided in the summary
Data Consistency85/100

Key fields are largely populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor gaps exist in fields like 'Liable Person' and procedure codes, but these do not indicate major inconsistencies.

Minor unpopulated fields (e.g., Liable Person, procedure codes)
Sustainability50/100

The service's objective of preventing rough sleeping inherently addresses a significant social sustainability goal. However, the tender lacks explicit green procurement criteria, innovation focus, or additional social clauses within the procurement process itself.

No explicit green procurement criteria
No innovation focus
