Tender Quality Score

This tender exhibits significant deficiencies in legal compliance, completeness, and fairness due to missing critical information like procedure type, detailed documents, and evaluation criteria. The unrealistic contract duration for the project value also raises serious concerns about practicality and data consistency.

Score Breakdown

Legal Compliance45/100

The tender lacks a clearly defined procedure type and evaluation criteria, which are fundamental requirements for legal compliance. The absence of detailed mandatory exclusion grounds also presents a concern. While the CPV code is appropriate and deadlines are reasonable, these critical omissions significantly undermine legal adherence.

Missing procedure type
Missing evaluation criteria
Clarity55/100

While the project description is clear regarding its social objectives and scope, the overall clarity is severely hampered by the explicit absence of evaluation criteria and the unavailability of detailed requirements within the tender documents. This makes it difficult for potential bidders to understand what is expected and how their proposals will be judged.

No evaluation criteria specified
Detailed requirements not available (due to missing document content)
Completeness40/100

The tender is critically incomplete as no content is available for the listed tender documents, which are essential for bidders to prepare a comprehensive response. Key fields like 'Type', 'Procedure', and 'Liable Person' are missing. Furthermore, the stated 2-month contract duration for a EUR 6.84M construction project is highly unrealistic, suggesting significant incompleteness or error in the basic information.

No content for tender documents
Missing evaluation criteria
Fairness35/100

Fairness is severely compromised by the lack of full document access and the absence of specified evaluation criteria, which are crucial for transparent and objective assessment. The lack of e-submission also creates potential barriers to equal access for all interested parties.

No full document access
No evaluation criteria specified
Practicality25/100

The practicality of this tender is very low. The absence of e-submission is a significant drawback in modern procurement. More critically, the stated 2-month contract duration for a EUR 6.84M construction project is highly impractical and likely erroneous, making it nearly impossible for a contractor to realistically plan or execute. The lack of accessible document content further hinders practical engagement.

No e-submission
Unrealistic contract duration (2 months for EUR 6.84M construction)
Data Consistency50/100

Several key fields, such as 'Type', 'Procedure', and 'Liable Person', are unpopulated, indicating incomplete data entry. The most significant inconsistency is the 2-month contract duration for a EUR 6.84M construction project, which is highly illogical and suggests a data error. Dates are otherwise logical.

"Type" and "Procedure" fields are "None"
"Liable Person" is empty
Sustainability65/100

The tender demonstrates a strong focus on social aspects, aiming to deliver genuinely affordable social and intermediate rent homes and emphasizing community engagement and public consultation. However, it explicitly lacks green procurement criteria and an innovation focus, limiting its overall sustainability score.

Not green procurement
No innovation focus

Strengths

Clear project description with strong social objectives (affordable housing, community engagement)
Estimated value and CPV code are provided
Specific site and program identified
Submission deadline is reasonable (15 days)

Concerns

Missing tender document content, making full assessment impossible
Undefined procurement procedure type and missing evaluation criteria
Highly unrealistic contract duration (2 months for EUR 6.84M construction)
No e-submission option available
Missing key data fields ('Type', 'Procedure', 'Liable Person')

Recommendations

1. Publish full tender documents with detailed requirements, evaluation criteria, and terms and conditions.
2. Clearly define the procurement procedure type and review/correct the stated contract duration to reflect realistic project timelines.
3. Implement e-submission for improved accessibility, transparency, and fairness in the procurement process.
