Original Tender Description

****PRELIMINARY MARKET ENGAGEMENT EVENT APRIL 2026**** Derbyshire County Council (DCC) intends to commission domestic abuse support services including a helpline, IDVA's (Independent Domestic Violence Advisors) and community / accommodation support for victims and survivors of all genders across assessed levels of risk (standard, medium and high). It is anticipated that tenders for this service would be sought in July 2026, to enable a new contract to begin on 01 April 2027. DCC is keen to ensure services deliver a local, community-based offer which is accessible to all and builds strong links with local people and partners. In December 2025 we sought ideas and opinions from interested organisations and stakeholders by completing a questionnaire to: - Ensure any future service is well designed, efficient, effective, delivering value for money and meets people's needs and desired outcomes. - Determine the capacity of the market to supply the service and the level of interest in the anticipated forthcoming service procurement. A summary of the findings is provided in the attachments. We are seeking to engage with organisations to gather information and explore potential solutions for achieving Domestic Abuse objectives, to assist us further interested organisations are invited to attend an in-person Pre-market engagement event on 14/04/2026. Tender Quality Score

This is a well-structured Preliminary Market Engagement (PME) event, clearly outlining the intent and scope for future domestic abuse support services, though some typical tender details are absent as expected for this stage.

Score Breakdown

Legal Compliance85/100

The PME is clearly defined, and the CPV code is appropriate. Deadlines for engagement are reasonable. As a pre-procurement activity, it aligns with good practice, and full tender compliance is not yet expected.

Clarity80/100

The purpose of the PME, the scope of the future services, and the timeline for the actual tender are clearly articulated. Requirements for the future service are understandable, and the PME submission process (attending an event) is unambiguous.

Completeness70/100

Basic information, future contract duration, and start date are provided. While the estimated value is classified and formal evaluation criteria are absent, this is typical for a PME and sufficient for market engagement purposes.

Estimated value not disclosed
No formal evaluation criteria (as it's a PME)
Fairness85/100

The PME aims for broad market engagement, and the technical requirements for the future service appear generic. The classified value and in-person event are minor limitations, but do not suggest tailoring to a specific company.

Estimated value classified
In-person event may limit participation
Practicality65/100

The contract start date and duration are clearly specified. However, the PME requires in-person attendance, and the estimated value is not disclosed, which can impact market planning for potential bidders.

No electronic submission for PME attendance
Estimated value not disclosed
Data Consistency90/100

Key fields are populated, and the timeline for the PME, future tender, and contract start is logical and consistent. No disputes or suspensions are indicated.

Liable Person field is empty
Sustainability50/100

The core service addresses a critical social need (domestic abuse support), inherently incorporating social aspects. However, there is no explicit mention of environmental (green) procurement or innovation criteria.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear purpose and scope for the Preliminary Market Engagement event.
Reasonable timeline provided for market engagement.
Future contract details (duration, start date) are clearly specified.
Technical requirements for the future service are generic and broad.
Use of a recognized e-procurement platform for advertising.

Concerns

Value of the future contract is classified, reducing transparency.
Preliminary Market Engagement is an in-person event, potentially limiting participation.
Lack of explicit green procurement or innovation criteria for the future service.
No formal evaluation criteria for the PME (though not strictly required at this stage).
The 'Liable Person' field is empty.

Recommendations

1. Consider providing an estimated value range for the future contract to enhance market transparency.
2. Offer a virtual attendance option for future market engagement events to maximize participation and accessibility.
3. Incorporate explicit sustainability (environmental and social beyond the core service) and innovation criteria into the future tender documentation.
