Tender Quality Score

This tender presents significant quality concerns due to critical missing information, particularly the absence of evaluation criteria, and a severe data inconsistency with an irrelevant document included. While project details are clear, fundamental procedural and transparency issues compromise its overall quality.

Score Breakdown

Legal Compliance60/100

The tender defines the procedure type and CPV code correctly. However, the absence of specified evaluation criteria poses a legal compliance risk regarding transparency and equal treatment. Furthermore, the inclusion of an irrelevant 'Tender Notice' document is a significant error that undermines the integrity of the procurement process. The missing reveal date prevents a full assessment of initial compliance with publication timelines.

Missing evaluation criteria
Irrelevant 'Tender Notice' document
Clarity55/100

The project description and AI-extracted requirements for technical and financial capabilities are clear and well-articulated. However, the complete absence of specified evaluation criteria is a critical flaw, making it impossible for bidders to understand how their proposals will be assessed, severely impacting the clarity of the tender process.

No evaluation criteria specified
Completeness50/100

Basic information such as title, reference, organization, value, duration, and CPV code is provided. However, the tender is incomplete due to the critical omission of evaluation criteria. Additionally, the inclusion of an irrelevant 'Tender Notice' document detracts from the overall completeness and accuracy of the provided documentation. Details on how the project is 'Divided into Parts' are also not provided.

Missing evaluation criteria
Irrelevant 'Tender Notice' document
Fairness45/100

The tender's fairness is severely compromised by the complete absence of evaluation criteria, which prevents objective and transparent assessment of bids. The lack of electronic submission capabilities also creates potential barriers to equal access for all interested parties. Requirements do not appear to be tailored.

No evaluation criteria specified
No e-submission
Practicality40/100

The tender lacks support for electronic submission, which is a significant practical drawback in modern procurement. A major practical issue is the stated contract start date being identical to the submission deadline, which is highly illogical and impractical for contract commencement.

No e-submission
Contract start date identical to submission deadline
Data Consistency30/100

Data consistency is poor due to several critical errors. The contract start date is illogically identical to the submission deadline. Most notably, the 'Tender Notice' document summary describes a completely different and irrelevant contract, indicating a severe data integrity issue. Minor inconsistencies include missing codes for the procedure type.

Contract start date identical to submission deadline
Irrelevant 'Tender Notice' document
Sustainability20/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. There is no indication of EU funding, which often drives higher sustainability standards.
