Tender Quality Score

This tender presents a well-structured framework for trades contractors but suffers from significant gaps in detailed requirements and evaluation criteria, impacting clarity and fairness. While legally compliant in its basic structure, critical information for bidders is missing.

Score Breakdown

Legal Compliance85/100

The tender defines the procedure type and CPV codes clearly, and no disputes are reported. The 29-day submission period is reasonable for an open procedure. The mention of SPD Q2B and OCDS data suggests adherence to relevant procurement regulations. The only minor issue is the missing reveal date.

Missing reveal date
Clarity55/100

The general description of the framework and its lot structure is clear. However, the AI-extracted requirements are minimal, focusing only on mandatory exclusion grounds. Crucially, specific evaluation criteria are explicitly flagged as missing, which significantly hinders bidders' understanding of how proposals will be assessed.

Missing specific evaluation criteria
Limited detail in AI-extracted requirements
Completeness60/100

Basic information such as title, reference, organization, estimated value, and location (NUTS code) is provided. Four documents are attached and summarized. However, the tender is incomplete regarding detailed requirements beyond exclusion grounds and, most critically, lacks specified evaluation criteria.

Missing detailed evaluation criteria
Sparse requirements beyond mandatory exclusion grounds
Fairness50/100

The tender discloses the estimated value and implies full document access via Public Contracts Scotland. However, the absence of specific, objective, and transparent evaluation criteria is a major concern, making it difficult for bidders to prepare competitive proposals and for the process to be perceived as fully fair. The contradiction regarding e-submission (E-Procurement characteristic vs. 'No e-submission' flag) also raises a minor concern, though Public Contracts Scotland typically supports e-submission.

Missing specific evaluation criteria impacting transparency and objectivity
Contradiction regarding e-submission support
Practicality65/100

E-procurement is indicated, which is practical for submission. However, a direct document URL is not provided, and the contract start date is unknown. There is also an inconsistency in the contract duration, stated as '36 months' in the timeline but '4 year framework' in the description, which can cause confusion.

No explicit document URL provided
Contract start date not specified
Data Consistency70/100

Most key fields are populated, and there are no reported disputes or suspensions. However, the 'Liable Person' field is empty. More significantly, there is an inconsistency between the stated 'Contract Duration: 36 months' and the description's 'full 4 year framework'. The e-submission characteristic also contradicts an automated check result.

Inconsistent contract duration (36 months vs 4 years)
Empty 'Liable Person' field
Sustainability20/100

The tender does not include any explicit green procurement, social, or innovation criteria. It is also not indicated as EU-funded, which often correlates with higher sustainability standards.

No green procurement criteria
No social criteria

Strengths

Clear framework structure and lot division
Estimated value and basic information disclosed
E-procurement indicated for submission
OCDS data and SPD Q2B reference suggest legal compliance
Documents are attached and summarized

Concerns

Critical absence of specific evaluation criteria
Limited detail in requirements beyond exclusion grounds
Inconsistency in contract duration (36 months vs 4 years)
Lack of any sustainability (green, social, innovation) aspects
Missing contract start date and direct document URL

Recommendations

1. Publish detailed evaluation criteria to ensure fairness and transparency.
2. Provide comprehensive requirements for each lot to guide bidders effectively.
3. Clarify and ensure consistency in the stated contract duration.
