Tender Quality Score

This tender notice for a Dynamic Purchasing System (DPS) for Linen and Laundry services provides basic information but critically lacks essential details and documentation, making it impractical for potential bidders to understand the full requirements for admission.

Score Breakdown

Legal Compliance100/100

The use of a DPS is a legally sound procurement mechanism. However, the notice's repeated deferral to 'full DPS documentation' without providing access details, coupled with the absence of specific requirements, raises concerns regarding transparency and equal treatment, as bidders cannot easily access the complete legal framework for participation. The classification as 'Restricted' for a DPS admission is also inconsistent with the open nature of such systems.

Lack of accessible full DPS documentation
Inconsistent procedure classification (Restricted for DPS admission)
Clarity40/100

While the overall purpose and scope of the DPS are clear, the notice is severely lacking in clarity regarding the actual requirements for joining the system. The repeated instruction to refer to unprovided 'full DPS documentation' makes the notice itself unclear and unhelpful for prospective suppliers.

Vague requirements for admission
No clear instructions on how to access full documentation
Completeness83/100

The notice is highly incomplete, explicitly stating that mandatory exclusion grounds, detailed eligibility, technical, financial, and submission requirements are not provided. The absence of any attached documents further exacerbates this issue, leaving bidders without the necessary information to prepare an application.

Missing mandatory exclusion grounds details
Missing detailed eligibility criteria
Fairness80/100

The significant lack of detailed requirements and the absence of accessible full documentation create a substantial barrier to entry, potentially disadvantaging smaller or less experienced suppliers who may struggle to navigate the process to find the complete information. This reduces transparency and could hinder fair competition.

Lack of transparency due to missing documentation
Potential barrier to entry for new/smaller suppliers
Practicality40/100

From a bidder's perspective, this notice is highly impractical. It provides insufficient information to even begin preparing an application, forcing potential suppliers to actively seek out the 'full DPS documentation' without clear guidance on where or how to find it.

Impractical for bidders to prepare applications
Requires external search for essential information
Data Consistency100/100

The classification of the DPS as 'Restricted' procedure is inconsistent with the typical open nature of a Dynamic Purchasing System, which allows new suppliers to join throughout its duration.

Inconsistent procedure type (Restricted vs. Open for DPS)
Sustainability0/100

The notice makes no mention of environmental, social, or innovation criteria, representing a missed opportunity to integrate sustainability objectives into a large-scale, long-term procurement initiative.

Absence of green procurement criteria
Absence of social criteria

Strengths

Clear identification of the procurement's title, reference, and organizing body.
High estimated value and long contract duration indicate a significant business opportunity.
The use of a DPS allows for continuous market access and potential for increased competition over time.
Broad regional coverage offers extensive market reach for suppliers.

Concerns

Critical absence of all essential tender documentation and detailed requirements.
Lack of clarity on how to access the full DPS documentation.
Incomplete information regarding mandatory exclusion, eligibility, technical, and financial criteria.
Potential for reduced transparency and fairness due to missing information.
No integration of sustainability, social, or innovation considerations.

Recommendations

1. Immediately publish or provide clear, direct links to the full DPS documentation, including all requirements and application forms.
2. Summarize key mandatory exclusion grounds, eligibility, technical, and financial criteria directly within the tender notice.
3. Clarify the procurement procedure to accurately reflect the open nature of joining a Dynamic Purchasing System.
