Original Tender Description

Tender Quality Score

This preliminary market engagement notice provides a clear description of the required fleet maintenance services but suffers from significant data inconsistencies, particularly regarding contract dates, and raises fairness concerns due to a restrictive local supplier requirement.

Score Breakdown

Legal Compliance65/100

The tender is in a 'planning' status, which explains the lack of a defined procedure type. However, the explicit requirement for a 'local supplier located within Worcestershire' raises significant concerns regarding compliance with EU/UK procurement principles of non-discrimination and equal treatment if this restriction is carried into the formal tender without robust justification.

Undefined procedure type
Potential non-compliance with non-discrimination principles due to geographical restriction
Clarity85/100

The description of the required services, the fleet composition, and the technical capabilities are very clear and well-articulated. The AI-extracted requirements accurately reflect the service needs.

Completeness60/100

While basic information like title and organization is present, the estimated value is not disclosed. Crucially, the contract duration of 1 month and a start date of 2029-01-01 are highly problematic and incomplete for a meaningful future contract.

Estimated value not disclosed
Highly inconsistent and impractical contract duration/start date
Fairness40/100

The mandatory eligibility requirement for the provider to be a 'local supplier located within Worcestershire' severely restricts competition and raises significant fairness concerns. This geographical limitation could be seen as tailoring the market, potentially excluding capable non-local providers. The absence of e-submission also impacts equal access.

Geographical restriction on suppliers
No e-submission
Practicality30/100

The lack of electronic submission support is a practical drawback. The stated contract duration of 1 month for a complex fleet maintenance service for 200+ vehicles is highly impractical, as is the contract start date of 2029-01-01, which is years after the submission deadline.

No electronic submission
Impractical contract duration and start date
Data Consistency20/100

There is a critical inconsistency between the submission deadline (March 2026), the stated contract duration (1 month), and the contract start date (January 2029). This makes the timeline illogical and suggests significant data entry errors.

Major inconsistency in contract dates (submission, duration, start)
Sustainability20/100

The tender information does not include any specific requirements or considerations related to green procurement, social aspects, or innovation.

No sustainability or innovation focus

Strengths

Well-defined technical requirements
Appropriate CPV code
Preliminary market engagement approach

Concerns

Restrictive 'local supplier' requirement
Critical data inconsistency in contract dates
Undisclosed estimated value
Lack of e-submission

Recommendations

1. Re-evaluate and clarify contract dates to ensure logical consistency.
2. Justify or remove the geographical restriction for the formal tender to ensure fair competition.
3. Consider implementing e-submission for broader and more equal access.
