Tender Quality Score

This tender for mechanical services is generally well-structured with clear service descriptions and financial details, but it suffers from significant gaps in detailed quality evaluation criteria and the absence of electronic submission, impacting clarity and fairness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes clearly, and there are no reported disputes. However, the reveal date is missing, and the AI summary indicates no specific mandatory exclusion grounds are detailed, which could be a concern if not present in the full documentation.

Missing tender reveal date
Mandatory exclusion grounds not detailed in provided summary
Clarity60/100

The service description and performance conditions are clear and unambiguous. However, a major deficiency is the lack of detailed quality evaluation criteria, which makes it difficult for bidders to understand how their quality proposals will be assessed beyond a 30% weighting.

Missing detailed quality evaluation criteria
Completeness70/100

Most basic information, including title, reference, organization, value, and duration, is provided. While requirements are listed, the absence of specific quality evaluation criteria and some minor unpopulated fields (e.g., Liable Person, procedure codes) indicate areas for improvement.

Missing detailed quality evaluation criteria
Some minor fields (Liable Person, procedure codes) are unpopulated
Fairness65/100

The tender value is disclosed, and requirements appear generic, not tailored to a specific company. However, the lack of detailed quality evaluation criteria reduces transparency and objectivity. The absence of electronic submission also limits equal access and modern procurement practices.

Missing detailed quality evaluation criteria for objective assessment
No electronic submission option
Practicality60/100

The contract start date and duration are clearly specified. A significant practical drawback is the stated absence of electronic submission, which is a standard expectation for modern procurement processes.

No electronic submission supported
Data Consistency85/100

Key fields are largely populated, and dates are logical. Minor inconsistencies include empty codes for the procedure type and a slight formatting difference in the submission deadline time between the basic info and AI-extracted requirements.

Empty codes for procedure type
Liable Person field is unpopulated
Sustainability20/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. This represents a missed opportunity to integrate broader public value considerations into the procurement process.

No explicit green procurement criteria
No social criteria mentioned

Strengths

Clear service description and scope of work
Estimated value and contract duration are well-defined
Open procedure and relevant CPV code assigned
OCDS data provided for transparency
Requirements appear generic and not tailored

Concerns

Absence of detailed quality evaluation criteria
Lack of electronic submission option
No explicit sustainability, social, or innovation considerations
Missing tender reveal date
Mandatory exclusion grounds not detailed in the provided summary

Recommendations

1. Provide comprehensive and objective quality evaluation criteria to enhance transparency and fairness.
2. Implement an electronic submission system to improve practicality and ensure equal access for bidders.
3. Integrate sustainability, social, and innovation objectives into the tender requirements to align with modern public procurement best practices.
