Tender Quality Score

This tender is critically flawed due to the inaccessibility of its primary documentation and the complete absence of specific requirements and evaluation criteria, rendering it unworkable for potential bidders and severely compromising legal compliance and fairness.

Score Breakdown

Legal Compliance20/100

The primary 'Tender Notice' document being inaccessible ('Page not found') is a fundamental breach of legal disclosure and transparency requirements. Furthermore, the complete absence of specific eligibility, technical, financial, submission requirements, and evaluation criteria represents a severe non-compliance with standard procurement regulations, despite the procedure type and CPV being defined and the submission deadline being reasonable.

Primary 'Tender Notice' document inaccessible
Complete absence of specific eligibility, technical, financial, and submission requirements
Clarity15/100

While the general description of the framework and its lot structure is clear, the complete lack of any specific requirements (eligibility, technical, financial, submission) and evaluation criteria makes the tender fundamentally unclear. Potential bidders cannot understand what is expected of them to prepare a compliant submission.

No specific eligibility, technical, financial, or submission requirements found
No evaluation criteria specified
Completeness20/100

Basic metadata such as title, reference, organization, estimated value, duration, CPV, and NUTS code are present. However, the tender is critically incomplete due to the inaccessible primary 'Tender Notice' document and the total absence of all specific requirements and evaluation criteria, which are essential for any competitive procurement.

Primary 'Tender Notice' document inaccessible
Complete absence of specific requirements (eligibility, technical, financial, submission)
Fairness15/100

Fairness is severely compromised by the inaccessible main tender document, the complete lack of specified evaluation criteria, and the absence of e-submission. While the estimated value is disclosed and the submission deadline is ample, these critical deficiencies create significant barriers to equal access and transparent competition, making it impossible for all potential bidders to compete fairly.

Primary 'Tender Notice' document inaccessible
No evaluation criteria specified
Practicality25/100

The tender faces significant practical challenges due to the lack of electronic submission support and, most critically, the inaccessibility of the primary tender document. While the contract start date and duration are specified, the inability to access core information makes practical participation impossible for interested parties.

No e-submission support
Primary 'Tender Notice' document inaccessible
Data Consistency60/100

Most key fields such as title, reference, organization, value, deadlines, CPV, and NUTS code are populated and consistent. However, there are minor inconsistencies such as missing codes for the specified procedure types and the contradictory nature of the AI-extracted requirements (mentioning categories but finding no specific content).

Missing codes for 'Restricted' type and 'Competitive flexible procedure'
AI-extracted requirements mention categories but state 'No specific requirements found'
Sustainability20/100

The tender does not include any explicit mention of green procurement, social aspects, or innovation focus. This represents a missed opportunity to integrate sustainability considerations into the procurement process.

No green procurement aspects mentioned
No social aspects mentioned

Strengths

Clear identification of the procuring organization and tender title
Estimated value and contract duration are clearly specified
CPV code and NUTS code are correctly assigned
Submission deadline provides ample time for preparation
Framework structure with two lots and award mechanisms is described

Concerns

Primary 'Tender Notice' document is inaccessible ('Page not found')
Complete absence of specific eligibility, technical, financial, and submission requirements
No evaluation criteria are specified, severely impacting fairness and clarity
Lack of electronic submission support
Missing codes for procedure types and contradictory AI-extracted requirements

Recommendations

1. Immediately rectify the accessibility issue for the 'Tender Notice' and all core tender documents.
2. Publish comprehensive and clear eligibility, technical, financial, and submission requirements.
3. Clearly define and publish objective evaluation criteria to ensure transparency and fairness.
