Original Tender Description

The Academies for Character and Excellence is a growing primary school Multi-Academy Trust currently comprising 20 schools, with anticipated growth to 25 schools during the tender period with future further growth anticipated in coming years. The Trust is undertaking pre-market engagement to inform a forthcoming procurement for an integrated HR and Payroll solution, including the delivery of a fully outsourced payroll service. The Trust is seeking a modern, cloud-based platform to support the full employee lifecycle, providing a single, secure source of workforce data across the Trust. Core requirements are expected to include employee records management, recruitment and onboarding, contract and position management, absence and leave management, HR reporting, DfE Workforce Census, employee self-service and integration with payroll processing. A key objective of this procurement is to secure a provider with demonstrable payroll expertise within the education sector, delivering a resilient, accurate, and compliant outsourced payroll service. This is expected to include monthly payroll processing, statutory and year-end submissions, pensions administration, handling of complex pay arrangements, and appropriate support services for payroll and HR queries. The Trust places strong emphasis on service quality, continuity, and sector knowledge and expertise, not solely the provision of software. The Trust currently uses Bromcom as its Management Information System and would welcome engagement with suppliers whose HR and payroll solutions can integrate effectively with this platform. Seamless integration between HR and payroll is a priority, alongside improved access to payroll data, enhanced reporting capability, and reduced reliance on manual processes. Scalability, data security, and automation will be key considerations to support the Trust’s ongoing growth. The contract start date will be between September and November 2026

Tender Quality Score

This is a well-described pre-market engagement notice for an integrated HR and Payroll system, clearly outlining the Trust's needs and technical requirements, but it lacks critical elements expected in a formal tender.

Score Breakdown

Legal Compliance75/100

As a pre-market engagement notice, it serves its purpose, but the absence of a defined procedure type and mandatory exclusion grounds would be significant compliance issues for a formal tender. CPV codes are correctly assigned, and there are no disputes.

Missing defined procedure type
No mandatory exclusion grounds specified
Clarity80/100

The description of the Trust's needs, objectives, and the AI-extracted technical and eligibility requirements are exceptionally clear and comprehensive. The desired functionalities and service aspects are well-articulated.

No evaluation criteria specified
Completeness70/100

Basic information, estimated value, duration, and detailed requirements are provided. However, key fields like 'Type' and 'Procedure' are empty, and crucial elements such as evaluation criteria and detailed submission instructions are missing, which is expected for a planning notice but would be a significant gap for a full tender.

Missing defined procedure type
No evaluation criteria specified
Fairness65/100

The value is disclosed, and the requirements, while specific to the education sector and mentioning Bromcom integration as ideal, do not appear overtly tailored to a single company. However, the absence of evaluation criteria and the lack of electronic submission capabilities significantly impact transparency and equal access for potential bidders.

No evaluation criteria specified
No electronic submission support
Practicality60/100

The contract start date and duration are specified. However, the lack of electronic submission support is a significant practical drawback in modern procurement, potentially increasing administrative burden for both the contracting authority and suppliers.

No electronic submission support
Data Consistency80/100

The data is largely consistent, with no disputes or suspensions. Dates are logical, though the contract start date is given as a range in the description versus a specific date in the timeline. The main consistency issue is the unpopulated 'Type' and 'Procedure' fields.

Empty 'Type' and 'Procedure' fields
Slight inconsistency in contract start date (specific date vs. range)
Sustainability30/100

There is no explicit mention of green procurement, social aspects, or innovation focus beyond the general requirement for a 'modern, cloud-based platform' and 'automation'. This represents a missed opportunity to integrate broader sustainability objectives.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear and detailed description of needs and objectives
Comprehensive AI-extracted technical and eligibility requirements
Estimated value, duration, and contract start range are specified
Appropriate CPV code and NUTS code provided
Open market engagement with disclosed value

Concerns

Status is 'planning' and 'pre-market engagement', not a formal tender, leading to missing critical tender elements
Missing defined procedure type and mandatory exclusion grounds
No evaluation criteria specified
No electronic submission support
Lack of explicit sustainability, social, or innovation criteria

Recommendations

1. Clearly define the formal procurement procedure type and include mandatory exclusion grounds in the subsequent tender documentation.
2. Develop and publish clear, objective evaluation criteria for the formal tender to ensure transparency and fairness.
3. Implement electronic submission capabilities to enhance accessibility and efficiency for all potential bidders.
