Tender Quality Score

This tender for PPE and corporate uniform is well-structured with clear lot divisions and an e-tendering portal, but suffers from significant omissions regarding evaluation criteria, mandatory exclusion grounds, and specific financial requirements, impacting clarity and fairness.

Score Breakdown

Legal Compliance60/100

The procedure type is clearly defined. However, the assigned CPV code (18831000) appears too narrow for the broad scope of the tender. Crucially, the AI-extracted requirements explicitly state that no specific mandatory exclusion grounds or financial requirements are detailed in the provided information, which are fundamental for legal compliance.

Narrow CPV code for the broad tender scope
Absence of detailed mandatory exclusion grounds in the provided summary
Clarity60/100

The tender description, scope, and lot divisions are clear. However, a significant deficiency is the explicit absence of evaluation criteria, which leaves bidders without a clear understanding of how their proposals will be assessed. The lack of specific mandatory exclusion grounds and financial requirements also reduces overall clarity.

Missing evaluation criteria
Lack of specific mandatory exclusion grounds and financial requirements in the provided summary
Completeness65/100

The tender provides essential information such as title, reference, organization, estimated value, deadlines, duration, and location. Documents are linked via an e-tendering portal. However, the tender is incomplete due to the explicit absence of evaluation criteria, mandatory exclusion grounds, and specific financial requirements in the provided summary.

Missing evaluation criteria
Absence of detailed mandatory exclusion grounds in the provided summary
Fairness50/100

Full document access is indicated via an e-tendering portal, the value is disclosed, and e-procurement is enabled, promoting equal access. The requirements appear generic and not tailored. However, the critical absence of specified evaluation criteria significantly undermines fairness, as it introduces subjectivity into the assessment process.

Missing evaluation criteria
Practicality80/100

The tender provides a clear e-tendering portal URL for documents and questions, strongly implying electronic submission is supported despite an automated check flagging 'No e-submission'. The contract start date and duration are clearly specified. Financing information (estimated value) is available.

Contradiction regarding e-submission (automated check vs. portal URL)
Lack of specific payment terms in the summary
Data Consistency85/100

Key fields such as title, reference, organization, value, deadlines, and duration are consistently populated. There are no reported disputes or suspensions, and dates are logical. Minor inconsistencies include an empty 'Liable Person' field and missing codes for 'Type' and 'Procedure'.

Empty 'Liable Person' field
Missing codes for 'Type' and 'Procedure'
Sustainability30/100

The tender information provided does not include any explicit mention of green procurement, social aspects, or innovation focus. Automated checks confirm the absence of these sustainability criteria.

No integration of green procurement, social aspects, or innovation focus

Strengths

Clear description of scope and division into lots
Use of an e-tendering portal for document access and communication
Value, duration, and contract start date are clearly specified
Requirements for eligibility and technical capability are well-articulated
Open procedure type and active status promote transparency

Concerns

Absence of explicit evaluation criteria
Lack of detailed mandatory exclusion grounds in the provided summary
Lack of specific financial requirements in the provided summary
Narrow CPV code for the broad scope of the tender
No integration of sustainability (green, social, innovation) aspects

Recommendations

1. Publish comprehensive evaluation criteria to ensure transparency and fairness
2. Provide detailed mandatory exclusion grounds and specific financial requirements
3. Review and update CPV codes to accurately reflect the full scope of the tender
