Tender Quality Score

This market engagement notice is clear and fair in its intent to gather supplier input for a forthcoming framework, demonstrating good transparency regarding its purpose and value. However, it exhibits notable deficiencies in data completeness and lacks any focus on sustainability aspects.

Score Breakdown

Legal Compliance75/100

The notice complies with the general principles of market engagement. However, the absence of a defined procedure type ('None') and the missing reveal date are significant data quality issues that impact transparency and formal compliance with structured data requirements for public notices.

Missing reveal date
Procedure type not defined in system
Clarity80/100

The description of the framework and the purpose of the market engagement are very clear and unambiguous. The AI-extracted requirements are well-documented and understandable for this preliminary stage, explicitly stating that formal evaluation or technical/financial requirements are not yet being assessed.

Performance conditions not stated (appropriate for market engagement, but a general clarity point for a full tender)
Completeness70/100

While essential information such as title, organization, value, duration, and CPV codes are present, key fields like 'Liable Person', 'Type', 'Procedure', and the 'Reveal Date' are missing. This indicates moderate gaps in the completeness of the structured data.

Liable Person missing
Procedure type missing
Fairness85/100

The notice demonstrates high fairness. The estimated value is disclosed, requirements for engagement are generic and not tailored, and access to information is provided via a specified e-procurement platform (MultiQuote). The explicit statement that no formal evaluation criteria are being assessed at this stage is transparent.

Practicality80/100

The tender provides clear instructions for engagement via the MultiQuote e-procurement platform, including URLs for access and registration. Key dates like contract start and duration are specified, making the process practical for interested suppliers.

Data Consistency60/100

There are significant inconsistencies and gaps in the structured data. The 'Type' and 'Procedure' fields are marked as 'None', and the 'Liable Person' and 'Reveal Date' are absent. While dates provided are logical, these missing fields reduce overall data consistency and quality.

Liable Person missing
Procedure type missing
Sustainability30/100

The notice does not include any mention of green procurement, social aspects, or innovation focus. This represents a missed opportunity to integrate modern sustainability considerations into the forthcoming framework.

No green procurement
No social criteria

Strengths

Clear description of the framework and market engagement purpose
Estimated value and contract duration clearly specified
E-procurement platform (MultiQuote) specified for access and engagement
Requirements for market engagement are generic and fair, promoting broad interest
Framework is open to all UK public sector, fostering wider competition

Concerns

Missing critical metadata fields (tender type, procedure type, liable person, reveal date)
Absence of sustainability (green, social, innovation) considerations
No formal evaluation criteria or performance conditions (though appropriate for market engagement, it's a future consideration)
Reliance on an external procurement partner and platform for initial engagement

Recommendations

1. Ensure all mandatory metadata fields (e.g., reveal date, procedure type) are populated for future notices to enhance transparency and data quality.
2. Integrate sustainability criteria (green, social, innovation) into the forthcoming framework's design and specification.
3. Clearly outline the subsequent procurement stages and expected timelines after this market engagement phase.
