Tender Quality Score

This tender is in the planning phase, indicating it is not yet formally launched. It outlines a significant contract for residential and nursing care, with broad service descriptions and a substantial estimated value. Key documentation and evaluation criteria are missing, impacting immediate assessment.

Score Breakdown

Legal Compliance75/100

The tender is in the 'planning' status, which means formal legal compliance checks are premature. However, the presence of a reference number, organization, and CPV code suggests adherence to foundational procurement principles. The submission deadline appears reasonable given the planning stage, though the lack of a reveal date is noted. Regulatory compliance is assumed given the nature of the issuing authority.

Clarity80/100

The description of services is reasonably clear, detailing the types of care and specific needs to be addressed. The target audience (adults aged 18+) is defined. However, the absence of specified evaluation criteria leaves ambiguity regarding how bids will be assessed.

Missing evaluation criteria specified
Completeness70/100

Essential information such as title, reference, organization, estimated value, duration, and contract start date are present. The CPV code is also provided. However, a critical gap exists in the availability of tender documents with content, and specific exclusion, eligibility, technical, financial, and submission requirements are not detailed within the provided text.

No document content available
No specific exclusion grounds listed
Fairness85/100

The tender indicates it is divided into parts, which can promote competition. Access to a market engagement survey is provided, allowing potential bidders to gain insight. The estimated value is disclosed. However, the absence of specific, objective evaluation criteria and the lack of detail on e-submission channels hinder a full assessment of fairness at this stage. No requirements appear tailored to specific companies.

Practicality65/100

The contract start date and duration are specified. Financing information is not explicitly detailed. The primary concern regarding practicality is the absence of a clear e-submission portal or URL within the provided data, making the submission process unclear. A link to a market engagement survey is provided, but not for the main tender submission.

No e-submission
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. The tender status is 'planning', which aligns with the lack of certain detailed procurement elements. No disputes or suspensions are indicated.

Sustainability50/100

The tender does not explicitly mention any requirements related to green procurement, social aspects, or innovation. It is also not indicated as EU funded. This suggests a moderate approach to sustainability considerations.

Not green procurement
No social criteria

Strengths

Clear title and reference number
Organization and CPV code specified
Estimated value and contract duration disclosed
Broad service description provided

Concerns

Tender is in planning phase, limiting detail
Missing evaluation criteria
No tender documents with content available
Lack of specific requirements (exclusion, eligibility, financial, submission)

Recommendations

1. Publish detailed tender documents including evaluation criteria.
2. Clarify the e-submission process and platform.
3. Incorporate explicit sustainability, social value, and innovation requirements if applicable.
