Tender Quality Score

This tender outlines a clear need for refugee employability support but suffers from a significant lack of detailed documentation, which hinders a comprehensive assessment of its quality and fairness.

Score Breakdown

Legal Compliance100/100

The tender appears to follow a standard 'Below threshold - open competition' procedure. However, without full tender documents, it's impossible to verify compliance with all relevant procurement regulations (e.g., UK Public Contracts Regulations 2015 for a UK council).

Full legal compliance cannot be assessed due to missing tender documents.
Clarity40/100

The description of the required service is clear and well-articulated, detailing the scope and target groups. However, the absence of any supporting documents means that specific requirements, terms, and conditions are entirely missing.

Specific requirements beyond the general description are missing.
Terms and conditions are not provided.
Completeness83/100

This is the weakest point. The tender is severely incomplete as no documents are attached, and crucial information like evaluation criteria, specific terms and conditions, and submission instructions are missing. The 'EXTRACTED REQUIREMENTS' section explicitly states 'None explicitly mentioned' for mandatory exclusion grounds, which is a significant omission.

No tender documents attached.
Missing evaluation criteria.
Fairness60/100

The 'open competition' procedure suggests an intent for fairness. However, the complete absence of evaluation criteria and detailed requirements makes it impossible to assess if the tender is genuinely fair or if it could be tailored. The broad description, while clear, lacks the specificity needed to prevent potential tailoring.

Missing evaluation criteria.
Lack of detailed requirements could lead to subjective assessment.
Practicality40/100

The service description is practical and addresses a clear social need. The estimated value of 48,000 EUR for a 12-month program seems reasonable for the scope described. However, without detailed requirements, it's difficult for potential bidders to formulate a practical and compliant proposal.

Bidders cannot practically prepare a comprehensive offer without full tender documents and detailed requirements.
Data Consistency100/100

The provided information is internally consistent. The description aligns with the title and purpose. A link to government statistics is provided, which is helpful.

Sustainability25/100

The tender has a strong social sustainability focus by supporting refugees' employability. However, the automated check flags 'No social criteria' and 'Not green procurement,' indicating that broader sustainability aspects beyond the core service might not be explicitly integrated into the procurement process itself.

No explicit social or green procurement criteria mentioned beyond the core service objective.

Strengths

Clear and well-defined service description.
Addresses a critical social need with a clear target group.
Open competition procedure.
Innovation focus is a positive characteristic.
Provides a link to relevant statistical data.

Concerns

Critical: Complete absence of tender documents, making it impossible for bidders to prepare a compliant offer.
Missing evaluation criteria, leading to a lack of transparency and potential for subjective assessment.
Lack of detailed requirements beyond the descriptive bullet points.
Absence of mandatory exclusion/selection grounds.
Potential for tailoring due to lack of specificity in requirements and evaluation criteria.

Recommendations

1. Immediately publish all necessary tender documents, including detailed specifications, terms and conditions, and evaluation criteria.
2. Clearly define all mandatory exclusion and selection criteria to ensure legal compliance and fairness.
3. Provide clear instructions on the submission process and required proposal content.
