Original Tender Description

Tender Quality Score

This Preliminary Market Engagement (PME) is well-structured and clear in its intent, providing an open platform for supplier engagement. However, the lack of disclosed estimated value and explicit sustainability criteria are areas for improvement in preparation for a future formal procurement.

Score Breakdown

Legal Compliance75/100

The PME nature justifies the absence of some formal tender elements. The 19-day deadline for expressing interest is reasonable. However, the missing reveal date and classified estimated value are minor concerns for transparency.

Missing reveal date
Estimated value classified
Clarity80/100

The description is exceptionally clear about the purpose of the PME and what is expected from suppliers (expression of interest, not proposals). The requirements for participation are well-documented and understandable. The absence of evaluation criteria and performance conditions is appropriate for this pre-procurement stage.

Completeness70/100

Most essential information for a PME is present, including basic details, location, and PME-specific requirements. The estimated value is classified, and the contract duration/start date refer to a future contract rather than the PME itself, which is noted but not a deficiency for this stage.

Estimated value not disclosed
Contract duration/start date refer to future contract, not PME
Fairness85/100

The PME offers full document access via an e-tendering portal, and requirements for participation are generic and not tailored. The deadline for expressing interest is reasonable. The classified value is the main drawback, but less critical for a PME where scope and budget are still being defined.

Estimated value not disclosed
Practicality65/100

Electronic submission of the template form via the e-tendering portal is supported, which is practical. The contract start date and duration for the future contract are known. However, the lack of disclosed estimated value and financing information reduces the practicality for suppliers to gauge the potential scale of the future opportunity.

Estimated value not disclosed
Financing information not available
Data Consistency90/100

Key fields are mostly populated, and there are no reported disputes or suspensions. Dates are logical and consistent. The missing 'Liable Person' and 'reveal date' are minor omissions.

Missing reveal date
Missing 'Liable Person'
Sustainability50/100

There is no explicit mention of green procurement, social aspects, or a dedicated innovation focus within the PME documentation. While exploring market solutions might implicitly include innovative options, it's not a stated criterion.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear definition of Preliminary Market Engagement (PME) purpose and expectations
Open access to documents and e-tendering portal for participation
Generic and non-tailored requirements for supplier participation
Good data consistency with logical dates and no disputes
Clear description of the future project scope and location

Concerns

Estimated value for the future procurement is not disclosed
Missing reveal date for the Preliminary Market Engagement
No explicit sustainability, social, or innovation criteria mentioned
Missing 'Liable Person' information

Recommendations

1. Disclose the estimated value for the potential future procurement to enhance market insight and supplier engagement.
2. Explicitly state the PME reveal date for full transparency and legal compliance.
3. Consider incorporating explicit sustainability, social, or innovation aspects into the criteria for the future formal procurement.
