Original Tender Description

This engagement allows the Submarine Delivery Agency (SDA) to gather innovative ideas for developing Soft Facilities Management (Soft FM) services at His Majesty’s Naval Base (HMNB) Clyde. The MOD team at the Naval Base (NB) is refining future requirements for these services. The current FMSP contract for Soft FM at HMNB Clyde expires in 2028; this notice initiates Early Market Engagement (EME) specifically for the Soft FM contract. The Naval Support Integrated Global Network (NSIGN) Naval Base (NB) project aims to replace the FMSP Soft FM contract between 2026 and 2028. FMSP includes 10 contracts covering Naval Base Services, engineering management, delivery to Complex Warships (Type 45, QEC, Type 26, etc.), and Submarine Engineering across three Naval Bases. Participation requests will be managed via the Defence Sourcing Portal.
