Original Tender Description

THIS IS NOT A TENDER/CONTRACT OPPORTUNITY - It is a market engagement process. Nottingham City Council are seeking to better understand the current 'Parental Support' sector (Intervention service required - supporting parents who have experienced multiple children removed from their care, to achieve better outcomes and prevent further removal of children), to gain an understanding of market capability and experience, appetite for the service proposal, capacity, current delivery models, and any considerations linked to TUPE, staffing, timescales or cost expectations, so this can help tailor our future service requirement before proceeding to formal procurement. The Authority is seeking early market feedback from organisations/providers able to deliver an intensive, trauma informed intervention for parents (mothers, fathers, and partners) who have experienced or are at risk of repeat care proceedings.

Tender Quality Score

This is a preliminary market engagement notice, not a formal tender. It effectively communicates the council's intent to gather market feedback for future service design. While it lacks specific tender details, its clarity on the engagement's purpose and scope is commendable.

Score Breakdown

Legal Compliance75/100

The notice is correctly identified as a market engagement, not a formal procurement, which aligns with regulatory expectations for such activities. The CPV code is appropriate for the described service. Deadlines are present, though the submission deadline is relatively short for a market engagement, but not a critical issue given the nature of the notice. No disputes are indicated.

Clarity80/100

The description clearly states that this is a market engagement process and outlines the specific objectives: understanding market capability, experience, appetite, capacity, delivery models, and cost expectations for parental support services. The target audience and the nature of the intervention are well-defined.

Completeness70/100

Key information such as the title, reference, organization, and contract duration is present. The contract start date is provided. However, the estimated value is not disclosed, which is typical for market engagement but would be a significant omission for a formal tender. No specific documents are attached or summarized, which is acceptable for this stage.

Fairness85/100

As this is a market engagement, fairness is assessed based on the transparency of the process and the objective of gathering broad feedback. The notice is open to all interested parties and does not appear to be tailored to specific companies. The objective is to inform future procurement, which is a fair approach.

Practicality65/100

The notice provides a contract start date and duration. However, it does not specify financing information or mention e-submission, which is understandable as it's not a formal bid submission. The primary purpose is feedback, not a transactional submission.

Data Consistency90/100

Key fields like title, reference, organization, and dates are populated logically. The status 'planning' is consistent with a market engagement phase. No suspensions or disputes are noted.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the notice. While not mandatory for all market engagements, these elements are increasingly important in public procurement.

Strengths

Clear identification as a market engagement process
Well-defined objectives for market feedback
Appropriate CPV code for the service area
Open invitation for market input

Concerns

Estimated value not disclosed (expected for market engagement)
No specific documents attached or summarized
Lack of explicit sustainability considerations

Recommendations

1. Consider including a point of contact for market engagement feedback.
2. If possible, provide a general indication of the scale or complexity of the future service to aid market understanding.
