Score Breakdown

Legal Compliance75/100

As a preliminary market engagement notice, it largely complies with transparency requirements. However, the absence of a defined procedure type for the *future* tender is a notable omission that will need to be addressed for full legal compliance.

Undefined procedure type for the future tender
Clarity80/100

The description of the Flexible Purchasing System and the purpose of the market engagement are clear. Requirements for this preliminary stage are well-articulated, making it easy for interested parties to understand what is expected.

Completeness70/100

For a preliminary market engagement notice, it is quite complete, providing essential information like value, duration, and key dates. However, critical elements such as detailed evaluation criteria and specific financial requirements for the *actual tender* are not yet defined, which is expected at this stage.
