Original Tender Description

The UK CSM Demonstration Survey is a major seabed survey that will take place in April-May 2026. It is a novel collaboration between public sector organisations to integrate respective survey activities under the umbrella of the UK Centre for Seabed Mapping (UK CSM). This tender is to commission suitably experienced marine archaeological geophysicists/surveyors to participate in the CSM Demonstration Survey on behalf of Historic England. The survey will be carried out aboard RV Cefas Endeavour. Survey operations will be carried out 24 hours; HE-commissioned geophysicists/surveyors will operate a single 12-hour shift. Accommodation and subsistence will be provided aboard. Options are being maintained for different survey areas to allow for weather. The survey vessel will mobilise at Lowestoft and demobilise at Falmouth. Crew change will occur at Lowestoft or Falmouth. Other than the crew change, the vessel is not expected to return to port during each leg of the survey. Historic England’s requirement is for one geophysicist/surveyor to participate in each leg of the survey. Tenderers can bid for either one or for both survey legs. Historic England’s preference is to commission one contractor to cover both legs but reserves the right to commission one contractor for each leg.

Tender Quality Score

This tender provides a clear description of the required services but suffers from critical omissions regarding evaluation criteria and an incorrect CPV code, impacting its overall quality and fairness.

Score Breakdown

Legal Compliance60/100

The tender clearly defines the procedure type and has no disputes. However, the assigned CPV code (Buildings of particular historical or architectural interest) is incorrect for marine archaeological geophysicist services, which is a significant legal compliance issue. The reveal date is also missing.

Incorrect CPV code assigned
Missing reveal date
Clarity55/100

The service description and AI-extracted requirements are very clear and unambiguous. However, the critical absence of specified evaluation criteria significantly hinders clarity for potential bidders, making it difficult to understand how proposals will be assessed.

No evaluation criteria specified
Completeness65/100

Basic information, financial details, timeline, and location are well-provided. Requirements are defined. However, the lack of evaluation criteria is a major gap in completeness. One document summary failed, which could indicate an issue with document accessibility or processing.

No evaluation criteria specified
One document summary failed
Fairness50/100

The value is disclosed, and requirements do not appear tailored to a specific company. However, the absence of evaluation criteria severely compromises transparency and objectivity in the assessment process. The lack of electronic submission also creates a barrier to equal access for all potential bidders.

No evaluation criteria specified
No electronic submission option
Practicality60/100

The contract start date and duration are clearly specified. However, the absence of electronic submission is a significant practical drawback, potentially increasing administrative burden for bidders. Document URLs are not explicitly provided, though documents are listed.

No electronic submission option
Document URL not explicitly provided
Data Consistency85/100

Most key fields are populated, and dates are logical and consistent. There are no suspensions or disputes. Minor gaps include an empty 'Liable Person' field and missing codes for 'Type' and 'Procedure'.

Minor missing fields (Liable Person, Type/Procedure codes)
Sustainability20/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which often drives higher sustainability standards.

No green procurement focus
No social criteria

Strengths

Clear and detailed service description
Specific contract timeline (start, duration)
Value disclosed and not classified
Requirements for the role are well-defined

Concerns

Absence of evaluation criteria
Incorrect CPV code for the service
No electronic submission option
Missing mandatory exclusion grounds
Lack of sustainability considerations

Recommendations

1. Clearly define and publish evaluation criteria to ensure transparency and fairness.
2. Correct the CPV code to accurately reflect marine archaeological survey services.
3. Implement electronic submission to enhance accessibility and efficiency for bidders.
