Tender Quality Score

This tender for EV charging infrastructure is well-described and demonstrates strong sustainability aspects, but is significantly hampered by the critical absence of evaluation criteria and a lack of detailed requirements, impacting fairness and legal compliance.

Score Breakdown

Legal Compliance65/100

The tender defines the procedure type and CPV code appropriately, and there are no reported disputes. However, the explicit absence of evaluation criteria is a significant legal compliance issue, as it undermines transparency and equal treatment. The missing reveal date and a contradiction regarding value classification also present minor compliance concerns.

No evaluation criteria specified
Missing reveal date
Clarity65/100

The project description is clear and unambiguous, outlining the scope and objectives effectively. High-level requirements are also clearly stated. Nevertheless, the critical lack of specified evaluation criteria and the absence of detailed performance conditions or specific technical requirements beyond broad categories significantly reduce the overall clarity of the tender for potential bidders.

No evaluation criteria specified
Lack of detailed performance conditions
Completeness60/100

Basic information such as title, organization, reference, estimated value, duration, and location are well-provided. However, the tender is incomplete due to the explicit absence of evaluation criteria and the lack of detailed specifications for eligibility, technical, and financial requirements, which are crucial for a comprehensive bid submission.

No evaluation criteria specified
Lack of detailed technical, eligibility, and financial requirements
Fairness40/100

While the tender utilizes an e-procurement platform (etendersNI) and the technical requirements appear generic and outcome-focused, the complete absence of evaluation criteria is a fundamental flaw that severely compromises fairness and transparency. Bidders cannot objectively prepare proposals without understanding how they will be assessed, creating an uneven playing field.

No evaluation criteria specified, severely impacting fairness
Practicality80/100

Electronic submission via etendersNI is clearly supported, and key dates such as contract start and duration are specified. While a direct document URL is not provided in the snippet, it is implied through the e-procurement platform. Financing information is limited to the estimated value, but overall, the practical aspects for submission are largely in place.

No explicit document URL provided in the snippet
Limited detailed financing information beyond estimated value
Data Consistency75/100

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. However, minor inconsistencies exist, such as the 'Liable Person' field being empty, 'Code' fields for type/procedure being blank, and the contradiction between 'Value Classified: Yes' and the explicitly stated estimated value.

Contradiction between 'Value Classified: Yes' and disclosed estimated value
Empty 'Liable Person' field
Sustainability85/100

The tender demonstrates a strong commitment to sustainability by focusing on EV charging infrastructure, which inherently supports green transport and fleet electrification. The requirement for a 'future-proof' solution that 'integrates seamlessly with current and future on-site renewable generation and energy storage' highlights an innovation and environmental focus. No explicit social aspects are mentioned.

No explicit social aspects included
