Tender Quality Score

This tender for Adult Skills Fund provision demonstrates good clarity in its service description and strong practical aspects, but is significantly hampered by the critical absence of explicit evaluation criteria and mandatory exclusion grounds, impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV codes, and there are no reported disputes. However, the absence of explicitly stated mandatory exclusion grounds and the missing reveal date are notable omissions that detract from full legal compliance.

Missing reveal date
No specific mandatory exclusion grounds explicitly stated
Clarity60/100

The description of the required services is clear, detailing the purpose, target audience, and desired outcomes. The AI-extracted requirements are also well-articulated. However, the complete absence of specified evaluation criteria is a critical flaw, making it unclear how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most essential information such as title, reference, organization, estimated value, duration, and location is provided. However, the tender is incomplete due to the lack of specified evaluation criteria and explicit mandatory exclusion grounds. Additionally, one of the attached PDF documents failed to download, representing a minor gap in document access.

Missing evaluation criteria
No specific mandatory exclusion grounds explicitly stated
Fairness60/100

The tender benefits from using an e-procurement portal and having generic, non-tailored requirements, which promotes broad participation. However, the critical absence of evaluation criteria severely compromises fairness, as it introduces significant subjectivity and opacity into the assessment process, preventing bidders from understanding how to best structure their proposals.

Missing evaluation criteria
Practicality90/100

The tender scores highly on practicality, supporting electronic submission via the Delta eSourcing portal, providing clear document URLs, and specifying the contract start date and duration. This facilitates ease of access and response for potential bidders.

One PDF document failed to download (minor practical issue)
Data Consistency80/100

Key dates are logical and consistent, and there are no reported disputes or suspensions. Minor inconsistencies include missing fields for the 'Liable Person' and specific codes for the 'Type' and 'Procedure', as well as the missing reveal date.

Missing 'Liable Person'
Missing 'Type' and 'Procedure' codes
Sustainability75/100

The tender demonstrates a good focus on social aspects by targeting adult skills for local residents and promoting community-based outreach. It also encourages innovative approaches. The mention of "green industries" as a regional skills priority indicates an indirect alignment with environmental goals, though explicit green procurement criteria are not present.

No explicit green procurement criteria
