Tender Quality Score

This tender, currently in a planning status, provides a clear service description and requirements but suffers from critical omissions regarding legal procedure, evaluation criteria, and e-submission capabilities.

Score Breakdown

Legal Compliance60/100

The tender lacks a defined procedure type and explicit mandatory exclusion grounds, which are fundamental legal requirements for a formal tender. While it's in a 'planning' status, the presence of a 'submission deadline' for a 'tender bid' necessitates these details.

Missing procedure type and code
No explicit mandatory exclusion grounds mentioned
Clarity65/100

The service description and AI-extracted requirements are clear and understandable. However, the complete absence of specified evaluation criteria is a significant clarity issue, preventing bidders from understanding how their proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information, including title, reference, organization, deadlines, value, duration, and location, is provided. Documents are also available. However, the critical absence of evaluation criteria and the procedure type reduces its completeness.

Missing evaluation criteria
Missing procedure type
Fairness60/100

The tender promotes fairness through disclosed value and inclusive eligibility for SMEs and VCSEs. However, the lack of specified evaluation criteria severely impacts transparency and objectivity, and the absence of e-submission limits equal access for all potential bidders.

No evaluation criteria specified
No e-submission support
Practicality65/100

Contract start date, duration, and financing information are clearly specified. However, the lack of electronic submission support is a major practical drawback in modern procurement, and a direct document URL is not explicitly provided.

No e-submission support
No explicit document URL provided
Data Consistency80/100

Data is largely consistent, with logical dates and no disputes. Minor inconsistencies include empty fields for 'Type', 'Procedure', and 'Liable Person', and a slight currency discrepancy between the estimated value in EUR and GBP mentioned in market engagement notices.

Empty fields for 'Type', 'Procedure', and 'Liable Person'
Minor currency discrepancy in estimated value
Sustainability70/100

The tender inherently addresses significant social aspects by providing support for looked-after children and explicitly requiring 'Trauma Informed Practice' and 'Anti Racist Practice'. However, it lacks explicit criteria for green procurement or innovation.

No explicit green procurement criteria
No explicit innovation focus

Concerns

Absence of a defined procedure type and explicit mandatory exclusion grounds.
Critical lack of specified evaluation criteria.
No support for electronic submission (e-submission).
Missing explicit document URL for direct access to tender documents.
Ambiguity created by 'planning' status combined with a 'submission deadline' for a 'tender bid'.
