Tender Quality Score

This tender for vehicle body repairs provides a clear service description but suffers from significant gaps in crucial information, particularly regarding evaluation criteria and financial requirements, alongside a lack of e-submission and sustainability considerations.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV codes correctly, and there are no reported disputes. However, the absence of a specified 'Liable Person' and the lack of explicit details on mandatory exclusion grounds in the provided summaries represent minor compliance gaps. The missing reveal date, while not a deadline concern, impacts transparency.

Missing 'Liable Person'
No explicit mandatory exclusion grounds detailed in summaries
Clarity50/100

The service description is clear and the AI-extracted eligibility and technical requirements are understandable. However, the tender summaries lack explicit financial standing or turnover requirements. Critically, the full evaluation criteria for awarding the framework agreement itself are not clearly specified, which creates significant ambiguity for potential bidders.

No explicit financial standing or turnover requirements
Missing full evaluation criteria for framework agreement award
Completeness60/100

The tender provides essential information such as title, reference, organization, estimated value, duration, and location. All four documents are available. Nevertheless, the 'Liable Person' is missing, and there are no explicit financial standing requirements. The most significant gap is the absence of comprehensive evaluation criteria for the framework agreement award.

Missing 'Liable Person'
No explicit financial standing or turnover requirements
Fairness45/100

The tender value is disclosed, and the requirements appear generic, not tailored. However, the absence of electronic submission (e-submission) creates a barrier to equal access and efficiency. Furthermore, the lack of clear and transparent evaluation criteria for the framework agreement award significantly undermines fairness, as bidders cannot fully understand the basis of award.

No e-submission
Missing full evaluation criteria for framework agreement award
Practicality60/100

The contract start date and duration are clearly specified. However, the lack of electronic submission capabilities is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders. The absence of a direct document URL (if not implied by 'Documents available') also slightly reduces practicality.

No e-submission
Data Consistency70/100

Key dates are logical and consistent, and there are no reported disputes. Most essential fields are populated. Minor inconsistencies include the missing 'Liable Person' and empty codes for the procedure type. A notable discrepancy exists between the flag indicating 'No evaluation criteria specified' and the mention of criteria for 'call-offs' in other summaries, suggesting an internal data consistency issue within the provided information.

Missing 'Liable Person'
Empty codes for Type/Procedure
Sustainability20/100

The tender does not include any explicit green procurement, social, or innovation criteria. It is also not indicated as EU-funded. This represents a complete absence of sustainability considerations.

Not green procurement
No social criteria
