Tender Quality Score

This tender for vessel electrical maintenance is clear in its scope but suffers from critical deficiencies in completeness and transparency, primarily due to the absence of accessible tender documents and specified evaluation criteria. While basic information is well-provided, these omissions significantly impact fairness and legal compliance.

Score Breakdown

Legal Compliance65/100

The tender defines an Open procedure and provides a CPV code, but the absence of specified evaluation criteria and explicit mandatory exclusion grounds in the summary raises significant legal compliance concerns. The missing tender reveal date also prevents full verification of legal minimum submission periods.

No evaluation criteria specified
No specific mandatory exclusion grounds provided in summary
Clarity60/100

The description of services and specific vessels is clear and unambiguous. However, the critical absence of specified evaluation criteria and detailed performance conditions significantly reduces the overall clarity for potential bidders.

No evaluation criteria specified
Performance conditions not clearly detailed
Completeness40/100

While basic information like title, reference, organization, value, and duration are present, the critical issue is the complete absence of content for the 4 attached tender documents. This renders the tender largely incomplete, as bidders cannot access essential details.

No document content available for attached tender documents
No evaluation criteria specified
Fairness50/100

The lack of accessible tender document content and the absence of specified evaluation criteria severely undermine the fairness and transparency of this procurement process. Bidders cannot adequately prepare or understand how their submissions will be judged.

No full document access (content missing)
No evaluation criteria specified
Practicality65/100

The tender specifies a contract start date and duration, which is practical. However, the lack of a direct document URL and the ambiguity surrounding electronic submission (E-Procurement characteristic versus 'No e-submission' flag) create practical hurdles for interested suppliers.

No document URL provided
Ambiguity regarding electronic submission
Data Consistency80/100

Most key fields are populated, and dates are logical. The primary inconsistency lies in the 'E-Procurement' characteristic being listed while automated checks flag 'No e-submission', which is a direct contradiction.

Contradiction between 'E-Procurement' characteristic and 'No e-submission' flag
Sustainability20/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the provided tender information. This indicates a lack of integration of sustainability considerations.

No green procurement aspects mentioned
No social criteria mentioned

Strengths

Specific eligibility and technical capability requirements are well-defined.
Key financial and timeline information (estimated value, duration, start date) is provided.

Concerns

Critical absence of actual tender document content, hindering bidder assessment.
Lack of specified evaluation criteria, impacting transparency and fairness.
Missing tender reveal date, making it impossible to verify the full submission period.
Ambiguity regarding electronic submission despite 'E-Procurement' characteristic.
No explicit mention of sustainability, social, or innovation aspects.

Recommendations

1. Immediately publish all tender documents with full content to ensure transparency and allow proper bidder preparation.
2. Clearly define and publish the evaluation criteria to ensure fairness and legal compliance.
3. Clarify the electronic submission process and provide a direct URL for tender documents.
