Original Tender Description

The purpose of this contract is to appoint a Employer of Record (EoR) that meets the specific legal, tax and regulatory compliance obligations in every jurisdiction where it operates to employ and support University-directed staff across India, Pakistan, Nepal and Sri Lanka, with the ability to extend service provisions to additional territories as the University’s international activity develops. Future regions may include, but are not limited to, parts of Africa, South-East Asia, North America and South America and tenderers must therefore demonstrate that, in any new jurisdiction, they have (or are able to establish) a recognised legal presence or registered local entity that allows them to act as the statutory employer, including the legal authority to issue compliant employment contracts, enrol employees in mandatory tax and social security systems, provide statutory benefits and assume all employer liabilities such as workers compensation, unemployment insurance and welfare contributions. Without such legal authority, and organisation cannot lawfully operate as a EoR.

Tender Quality Score

This tender for Employer of Record (EoR) services is generally well-structured with clear objectives and a defined scope. However, it lacks specific evaluation criteria and details on submission requirements, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender outlines the need for compliance with legal, tax, and regulatory obligations in multiple jurisdictions, which is a core aspect of EoR services. The CPV code is appropriate. No disputes are noted. The deadline, while potentially tight, is within a reasonable range for an open procedure. The absence of specific legal exclusion grounds is noted but not a critical flaw.

Clarity80/100

The description of the EoR service and the required capabilities, particularly regarding international expansion and legal presence, is clear and detailed. The eligibility requirements are well-defined based on the provided text. The main area for improvement is the lack of specified evaluation criteria.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, duration, and deadline. However, the absence of specific submission requirements and the lack of content in the tender documents reduce its completeness. The AI-extracted requirements are derived solely from the description, suggesting a lack of dedicated requirement sections.

No specific submission requirements listed
No document content available
Fairness85/100

The tender is an open procedure, promoting broad participation. The estimated value is disclosed, and the criteria for an EoR are objective and based on operational capabilities rather than specific company attributes. The use of e-procurement is indicated. The lack of specific exclusion grounds is generally fair.

Practicality65/100

The tender indicates e-procurement, which is positive. However, the AI-extracted requirements suggest a lack of explicit details on e-submission processes, document URLs, contract start dates, and financing information, which are not explicitly provided in the basic tender information. The duration is specified.

No e-submission details provided
Missing contract start date
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadline are populated. The status is 'active', and there are no reported disputes or suspensions. The dates are logical. The contract duration aligns with the estimated value.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements. It is also not indicated as EU funded. This area is underdeveloped.

No green procurement mentioned
No social criteria mentioned

Strengths
