Original Tender Description

Gateshead Council recently sought to procure a contract for the provision of domestic abuse supported accommodation. Unfortunately, not all lots resulted in award, so the Council is now undertaking market engagement to better understand the challenges and barriers that may have prevented providers from bidding. The purpose of the service is to provide an accommodation-based housing related support service delivered to meet the needs of those experiencing domestic abuse. The Service Provider will work with victim-survivors to reduce the risk of homelessness, address and support other aspects of their lives whilst maintaining positive relationships through a trauma informed approach. The tailored support will be flexible, determined by the victim-survivor's needs and service user led. The aim of the service is to provide accessible safe accommodation services to ensure victim-survivors are safeguarded from domestic abuse.

Tender Quality Score

This market engagement notice for a retender demonstrates good clarity and a strong social focus, but is significantly hampered by missing key formal information and the absence of electronic submission capabilities.

Score Breakdown

Legal Compliance70/100

The notice lacks a clearly defined procedure type and liable person, which are fundamental for legal compliance, even for a market engagement notice. While the CPV code is appropriate and no disputes are present, these formal omissions reduce the overall compliance score.

Missing procedure type (Type: None, Procedure: None)
Missing liable person
Clarity90/100

The description of the service and the purpose of the market engagement is exceptionally clear and unambiguous. Requirements for participation in the market engagement are well-documented and understandable, which is excellent for this planning stage.

Completeness65/100

While basic information like title, reference, organization, deadlines, and duration are present, critical fields such as 'Liable Person', 'Type', and 'Procedure' are missing. The estimated value is classified, which, while permitted, reduces overall completeness and transparency.

Missing liable person
Missing procedure type and code
Fairness60/100

The classified estimated value reduces transparency for potential bidders. A significant concern for fairness is the lack of electronic submission, which can create barriers to equal access in modern procurement. However, the requirements themselves appear generic and not tailored.

Estimated value classified
No electronic submission (e-submission)
Practicality55/100

The absence of electronic submission is a major practical drawback for a procurement activity in 2026, hindering efficiency and accessibility for providers. While contract dates and duration are clear, the lack of e-submission significantly impacts practicality.

No electronic submission (e-submission)
Data Consistency65/100

Several key fields, including 'Liable Person', 'Type', 'Procedure', and 'reveal date', are unpopulated, indicating inconsistencies in data provision. While existing dates and other populated fields are logical, these gaps reduce the overall data consistency.

Missing key fields (Liable Person, Type, Procedure)
Missing reveal date
Sustainability80/100

The tender's core purpose, providing safe supported accommodation for domestic abuse victim-survivors, demonstrates a very strong inherent social focus. However, it lacks explicit criteria for green procurement or innovation, which are increasingly important aspects of modern sustainable procurement.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear and detailed description of service and market engagement purpose
Appropriate CPV code for the service
Strong inherent social focus addressing domestic abuse
Good practice of conducting market engagement after previous tender issues
Requirements for market engagement are clear and generic

Concerns

Missing key formal fields (procedure type, liable person)
Estimated value is classified, reducing transparency
Absence of electronic submission capabilities
Missing reveal date for the notice
Lack of explicit green or innovation criteria

Recommendations

1. Ensure all mandatory and relevant formal fields, including procedure type and liable person, are populated for all procurement notices.
2. Implement and utilize an e-submission platform for all procurement activities to enhance fairness, accessibility, and efficiency.
3. Consider disclosing the estimated value or a value range in future tender documents to improve transparency for potential bidders.
