Tender Quality Score

This tender for damp, mould, and condensation remediation services exhibits significant quality concerns, primarily due to the complete absence of evaluation criteria and a highly restrictive geographic requirement, which severely impact fairness and clarity.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code appropriately, and no disputes are noted. However, the lack of explicit mandatory exclusion grounds and, critically, the complete absence of evaluation criteria represent significant gaps in compliance with transparency and equal treatment principles.

Missing explicit mandatory exclusion grounds
No evaluation criteria specified
Clarity60/100

While the service description and technical requirements are reasonably clear, the complete absence of evaluation criteria makes it impossible for bidders to understand how their proposals will be judged. The contradiction between 'Divided into Parts' and awarding to 'one (1) provider' also introduces ambiguity.

No evaluation criteria specified
Contradiction between 'Divided into Parts' and 'one provider'
Completeness55/100

Basic information, estimated value, and duration are provided. However, the tender is critically incomplete due to the absence of evaluation criteria, explicit mandatory exclusion grounds, and detailed financial requirements. The listed documents appear to be general information rather than comprehensive tender specifications.

Missing evaluation criteria
Missing explicit mandatory exclusion grounds
Fairness40/100

The complete absence of evaluation criteria is a severe fairness issue, preventing objective assessment. Furthermore, the highly restrictive requirement for an operational site within a 25-mile drive from the borough's boundary significantly limits competition and raises strong concerns about potential tailoring or undue preference for local suppliers.

No evaluation criteria specified
Highly restrictive geographic requirement (25-mile radius)
Practicality70/100

Electronic submission is clearly supported, and key dates and contract duration are well-defined. The absence of an explicit document URL in the provided text (though implied by the e-sourcing portal) and limited detailed financing information beyond the estimated value are minor practical shortcomings.

No explicit document URL provided (implied by portal)
Limited detailed financing information
Data Consistency65/100

Most key fields are populated, and dates are logical. However, a significant inconsistency exists between the 'Characteristics: Divided into Parts' and the stated intention to award to 'one (1) provider.' The 'Liable Person' field is also empty.

Contradiction between 'Divided into Parts' and 'one provider'
Empty 'Liable Person' field
Sustainability20/100

The tender does not include any explicit criteria or considerations related to green procurement, social aspects, or innovation, indicating a lack of focus on broader sustainability objectives.

No green procurement criteria
No social criteria
