Tender Quality Score

This Preliminary Market Engagement is well-structured for an information-gathering exercise, clearly outlining its objectives and providing necessary access details for interested suppliers. While comprehensive for a PME, it naturally lacks the detailed specifications and formal evaluation criteria of a full tender.

Score Breakdown

Legal Compliance85/100

As a Preliminary Market Engagement, this notice appropriately defines its purpose as information gathering, not a formal procurement. The absence of a specific 'Type' or 'Procedure' code is consistent with this. CPV codes are relevant, and there are no reported disputes, indicating good compliance for this stage.

Clarity80/100

The description clearly articulates the objectives of the market engagement, specifying the types of information sought from suppliers regarding solutions, capabilities, costs, and implementation. The e-tendering system usage and contact details are also clearly provided.

Completeness75/100

The notice provides all essential information for a Preliminary Market Engagement, including title, organization, reference, estimated value, contract duration, and start date. Documents are attached and summarized, and the objectives for information gathering are well-defined.

Fairness90/100

The PME promotes fairness by disclosing the estimated value, providing free access to the e-tendering system, and seeking broad market input without any indication of tailored requirements. The timeline for questionnaire submission is reasonable for an information-gathering exercise.

Practicality70/100

The tender supports electronic submission via a specified e-tendering system, and the URL is provided. Key dates such as contract start and duration are clearly stated, enhancing practicality for potential suppliers.

Data Consistency90/100

Most key fields are populated, and the dates are logical and consistent. There are no reported suspensions or disputes, indicating a high level of data integrity.

The 'Liable Person' field is not populated.
Sustainability50/100

The notice explicitly mentions understanding 'innovation' as an objective, which is a positive aspect. However, it does not include explicit green procurement or social criteria.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear purpose and objectives for market engagement.
Effective use of an e-tendering system for accessibility and submission.
Key financial and timeline information (value, duration, start date) is disclosed.
Focus on understanding innovation within potential solutions.

Concerns

Absence of explicit green or social procurement criteria.
The 'Liable Person' field is not populated.
While appropriate for a PME, the lack of detailed technical specifications or formal evaluation criteria means significant work remains for the subsequent formal procurement.

Recommendations

1. Consider incorporating sustainability (environmental and social) criteria into the future formal procurement process.
2. Ensure all administrative fields, such as 'Liable Person', are populated for future notices to enhance completeness.
3. Clearly communicate the anticipated next steps and timeline following this Preliminary Market Engagement to maintain supplier interest and transparency.
