Introduction ‘Secretary of State for the Home Department’ acting through the Home Office is developing its approach for the future of its Uniform, Clothing, Equipment and Protective Equipment (UCEP) requirement. This is anticipated to replace the current managed service contract and aims to deliver a national comprehensive, scalable, efficient and sustainable solution across multiple operational or public facing directorates including: • Border Force (BF) • Border Security Command (BSC) • Immigration Enforcement (IE) • UK Visas & Immigration (UKVI) • Illegal Migration Intake Unit (IMIU) • His Majesty’s Passport Office (HMPO) • Security Teams This preliminary market engagement notice proceeds preliminary market engagement undertaken in October 2035, under notice 2025/S 000-060550. The intention and purpose of this market engagement is to • provide an update on the development of the Home Office’s commercial approach including products and services, • encourage continued market involvement and interest, • opportunity to discuss/meet the Home Office Uniform Management Group. The Home Office will require participants to sign a mutual NDA before gaining access to fully participate in the Market Engagement event, further detail is provided in the “Engagement” sections of this notice. Description The Home Office is developing a 2-lot solution procured utilising a multistage competitive flexible procedure in accordance with PA23. Lot 1 – Full managed service for the provision of uniform, clothing and equipment. Estimated value £60m Lot 2 – Managed Service for the provision of body armour. Estimated value £20m It is intended that an amended/modified version of the Model Services Contract shall be used to dictate the terms of any awarded contract. The Home Office operates 24/7 365 nationally and internationally. Suppliers, for a complex range of stakeholders, must be able to facilitate and manage security of supply, requirements/product development and demand fluctuations. The Home Office is seeking a robust service associated with the supply of the goods anticipated to include Stock Management, Storage & Logistics, Procurement & Supply Chain Management, Hire (Lot 1), Sustainability, Returns, Recycling and Disposal, Customer Services and Account/Contract Management. Lot 1. Uniform, Clothing and Equipment. A diverse range of products determined by department and job role consisting of branded and non-branded items. Products require universal, male, female and maternity fits options. Product range including but not limited to • Corporate Wear (jacket, shirt/blouse, trouser, skirt, dress, cardigan, jumper) • Operational Uniform (cargo trouser, wicking top, shirt, jumper, fleece, waterproof jacket, waterproof trouser, anorak) • Ceremonial Wear (hire and purchasing - shirts) • Tactical Wear (High-vis jacket/waist coat, tactical vest, tactical belt) • Uniform accessories (epaulettes, belts, branding & insignia, hats, gloves) • Footwear • Equipment (Method of Entry(MOE) protection, batons, cuffs, holders/holsters and clips) Lot 2. Body Armour Primarily for the provision of serialised traceable general-purpose body armour, supplied as body armour sets and individual components (armour inserts and carriers) • In accordance with HO1KR1 standards • Discreet/concealable carrier • Overt general-purpose carrier • Additional knife protection Potential future provision of additional body armour specifications including floatation body armour or higher rated protection level. The Home Office is inviting suppliers to review and feedback on the product specifications. Participating organisation may be given the opportunity to meet the HO uniform team and view current products in person on 12th March 2026 at the Croydon Office (2 Ruskin Square). Home Office intends to schedule timeslots for individual organisations during the day. Participating organisations may bring examples of comparable or alternative products to support their discussion and feedback to Home Office.
