Tender Quality Score

This tender provides a clear scope of work with a strong sustainability focus but is significantly hampered by the absence of explicit evaluation criteria and lack of electronic submission, impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and uses appropriate CPV codes, with no reported disputes. However, the absence of a clear reveal date and an empty 'Liable Person' field represent minor transparency and disclosure gaps, which could impact full legal compliance in terms of public access to information.

Missing reveal date
Empty 'Liable Person' field
Clarity80/100

The description of the scope of work, key areas, and technical requirements is detailed and generally unambiguous. The AI-extracted requirements are clear. However, the significant omission of explicit evaluation criteria reduces overall clarity for bidders regarding the assessment process.

Missing explicit evaluation criteria
Performance conditions implied but not fully detailed
Completeness70/100

The tender provides essential basic information, financial details, timeline, and classification. All listed documents are summarized. Nevertheless, the critical absence of explicit evaluation criteria is a major gap, preventing bidders from having a complete understanding of the tender's assessment framework.

Missing explicit evaluation criteria
Fairness65/100

While the tender discloses the estimated value and provides access to documents, the lack of explicit evaluation criteria severely compromises fairness and transparency, as bidders cannot objectively prepare their proposals. The absence of e-submission also creates a barrier to equal access and modern procurement practices.

Missing explicit evaluation criteria
No e-submission
Practicality60/100

Key practical information such as contract start date, duration, and estimated value are clearly provided. However, the lack of electronic submission support is a significant practical drawback, potentially increasing administrative burden and slowing down the process for both parties.

No e-submission
Data Consistency85/100

The tender exhibits good data consistency with logical dates and no reported disputes. Most key fields are populated. Minor gaps include the empty 'Liable Person' field and the missing reveal date, which slightly detract from perfect data completeness.

Empty 'Liable Person' field
Missing reveal date
Sustainability85/100

The tender demonstrates a strong commitment to environmental sustainability, explicitly incorporating green technologies, low-emission vehicles, recycling, and ethical sourcing into the requirements. It also encourages innovative designs. However, it lacks explicit mention of broader social aspects beyond general ethical considerations.
