Original Tender Description

Derry City and Strabane District Council invites tenders from suitably qualified and experienced contractors for the supply, installation, commissioning, and handover of solar photovoltaic (PV) and battery energy storage solutions for its two Fleet depots. Each of the two fleet depots have ancillary offices, whilst Strahans Road also operates as a Recycling Centre. This tender will take the form of two Lots therefore interested suppliers are requested to provide prices on a lot-by-lot basis. Bidders can apply for any or all of the Lots. Bidders should note that delivery of this project is subject to external funding and the delivery timeframe has been set with funding timescales in mind. Should adequate funding be secured, the project would support the Council’s transition to a low-carbon fleet and estate, supporting emissions reduction and long-term energy cost savings. The 2 Lots encompass the design (where required), installation and commissioning of roof-mounted solar PV arrays and associated battery storage systems to deliver fully operational systems compliant with all relevant standards and regulations. Your submission must be submitted via etendersNI, via this CFT. No other method of submissions will be accepted. Please refer to the CfT documents for further detail.

Tender Quality Score

This tender presents a clear project scope for solar PV and battery storage, demonstrating strong sustainability goals. However, it suffers from significant gaps in explicit evaluation criteria and detailed legal/financial requirements within the provided summary.

Score Breakdown

Legal Compliance75/100

The tender correctly defines the procedure type and CPV codes, and the submission period is reasonable. However, the summary refers to 'full CfT documents' for mandatory exclusion grounds and financial requirements, which are fundamental legal aspects that should be readily apparent. The 'Value Classified: Yes' alongside a stated value is a minor inconsistency.

Missing explicit mandatory exclusion grounds in summary
Missing explicit financial requirements in summary
Clarity65/100

The project description and technical requirements are clear and understandable. However, the absence of explicit evaluation criteria is a significant clarity issue, and the need to consult 'full CfT documents' for mandatory exclusion and financial requirements reduces the immediate clarity of the provided information.

No evaluation criteria specified
Mandatory exclusion grounds and financial requirements not explicitly stated in summary
Completeness60/100

Basic information, deadlines, and value are present. However, the tender summary lacks explicit mandatory exclusion grounds, financial requirements, and crucially, evaluation criteria. The listed documents appear to be general information rather than the detailed CfT documents referred to for critical missing information.

Missing explicit mandatory exclusion grounds
Missing explicit financial requirements
Fairness70/100

The requirements appear generic and not tailored, and e-procurement is enabled. However, the absence of specified evaluation criteria significantly impacts fairness, as bidders cannot objectively prepare their proposals or understand the basis of assessment. The reference to 'full CfT documents' for critical details also raises minor concerns about immediate full access.

No evaluation criteria specified
Practicality65/100

Electronic submission via etendersNI is supported, and key dates (contract start, duration) are provided. However, the tender is subject to external funding, introducing a degree of uncertainty. A direct document URL is not explicitly provided in the summary.

Project subject to external funding (uncertainty)
No direct document URL provided in summary
Data Consistency80/100

Most key fields are populated, and dates are logical. There are no disputes or suspensions. Minor inconsistencies include the empty 'Liable Person' field, empty procedure codes, and the contradictory 'Value Classified: Yes' alongside a stated value.

'Liable Person' field is empty
Procedure codes are empty
Sustainability85/100

The tender's core purpose is highly sustainable, focusing on solar PV and battery storage to reduce carbon emissions and support a low-carbon transition. This aligns strongly with green procurement principles. No explicit social or innovation criteria are detailed beyond the project's inherent nature.

No explicit social criteria
No explicit innovation focus beyond the project's inherent nature

Strengths

Clear project description and technical scope
Supports green procurement goals (solar PV, battery storage, low-carbon transition)
Electronic submission via etendersNI is mandated
Tender is divided into lots, allowing for broader participation
Key dates (submission, contract start, duration) are specified

Concerns

Absence of explicit evaluation criteria
Mandatory exclusion grounds and financial requirements are not explicitly stated in the summary, requiring reference to full CfT documents
The project is subject to external funding, introducing uncertainty
Detailed CfT documents are referred to but not fully summarized or provided in the given information
Minor data inconsistencies (e.g., 'Value Classified: Yes' vs. stated value)

Recommendations

1. Explicitly detail all evaluation criteria within the tender notice or summary to ensure transparency and fairness.
2. Provide a comprehensive summary of mandatory exclusion grounds and financial requirements, or ensure the full CfT documents are readily accessible and clearly linked.
3. Clarify the status of external funding and its implications for project commencement and contractor payment.
