Good

Tender Quality Score

This is a well-structured Market Engagement Notice for grounds maintenance services, clearly outlining scope and supplier expectations, though it lacks a disclosed estimated value and formal evaluation criteria typical of a full tender.

Score Breakdown

Legal Compliance75/100

As a Market Engagement Notice with 'planning' status, the absence of a formal procedure type is appropriate. It correctly references the UK Procurement Act 2023. However, the classified estimated value and missing reveal date are minor compliance points for transparency.

Classified estimated value
Missing reveal date
Clarity80/100

The description of services and supplier requirements is clear and unambiguous. The AI-extracted requirements accurately reflect the text. While formal evaluation criteria are not specified, this is typical for a market engagement phase.

No explicit evaluation criteria specified
Completeness70/100

The notice provides essential information such as title, organization, reference, deadlines, duration, and CPV codes. Requirements for suppliers are defined, and supporting documents are available. The primary gaps are the undisclosed estimated value and the absence of explicit evaluation criteria.

Estimated value not disclosed
No explicit evaluation criteria
Fairness85/100

The requirements for suppliers appear generic and not tailored, promoting fair competition. Electronic access and submission via Delta eSourcing ensure equal access. The classified estimated value, however, reduces overall transparency and fairness for potential bidders.

Estimated value not disclosed
Practicality65/100

The tender supports electronic submission and provides direct URLs to the eSourcing portal, enhancing accessibility. Key dates like contract start and duration are clearly specified. The classified estimated value, however, hinders practical assessment of the opportunity's scale by potential suppliers.

Estimated value not disclosed
Data Consistency90/100

The data provided is largely consistent and logical. The 'None' status for procedure type is consistent with it being a market engagement notice in the planning phase. No disputes or suspensions are reported.

Sustainability85/100

The notice explicitly incorporates strong sustainability and social value commitments, aligning with the public benefit requirements of the Procurement Act 2023, including environmentally sustainable alternatives and biodiversity.

No explicit innovation focus

Strengths

Missing reveal date

Recommendations

1. Disclose the estimated value to enhance transparency and allow suppliers to better assess the opportunity.
2. Provide more detail on how market engagement feedback will be used and what the next steps in the procurement process will be.
3. Clearly state the expected timeline for the formal tender launch following this market engagement.
