Tender Quality Score

This tender presents a clear service description but suffers from significant deficiencies in evaluation criteria and the absence of e-submission, impacting transparency and fairness.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are clearly defined and appropriate. The absence of a reveal date is a transparency issue, though the remaining submission period appears reasonable. The contradiction between 'Value Classified: Yes' and the disclosed value is a minor data inconsistency.

Missing reveal date
Contradictory value classification (classified but disclosed)
Clarity60/100

While the service description is clear, the complete absence of evaluation criteria is a major clarity flaw. Additionally, 'Financial Requirements' and 'Mandatory Exclusion Grounds' are listed as placeholders without any detailed information, making it difficult for bidders to prepare comprehensive proposals.

Missing evaluation criteria
Missing details for financial requirements
Completeness65/100

Basic tender information (title, organization, value, duration) is present. However, critical details necessary for a complete bid, such as comprehensive evaluation criteria, detailed financial requirements, and specific mandatory exclusion grounds, are missing.

Missing evaluation criteria
Missing details for financial requirements
Fairness50/100

The lack of specified evaluation criteria is a critical fairness issue, as it prevents bidders from understanding how their proposals will be judged, leading to potential subjectivity. The absence of e-submission also limits equal access and efficiency for potential bidders.

Missing evaluation criteria
No e-submission enabled
Practicality60/100

The absence of electronic submission is a significant practical drawback, potentially increasing administrative burden for bidders and the contracting authority. While documents are summarized, a direct URL for tender documents is not explicitly provided in the basic information.

No e-submission enabled
Data Consistency70/100

Most key fields are populated, and dates are logical. However, there are minor inconsistencies such as missing codes for 'Type' and 'Procedure', an empty 'Liable Person' field, and the contradiction regarding value classification.

Missing codes for Type and Procedure
Empty 'Liable Person' field
Sustainability30/100

The tender does not explicitly incorporate green procurement, broader social aspects (beyond internal employee welfare), or innovation criteria. This represents a missed opportunity to leverage procurement for wider public benefit.

No explicit green procurement criteria
No explicit social criteria (external focus)

Strengths

Clear description of the service required
Basic tender information (title, organization, reference, value, duration) is provided
Appropriate CPV code assigned
Framework contract approach with two providers (main and backup) enhances resilience

Concerns

Missing detailed evaluation criteria (critical)
Lack of detail for financial requirements and mandatory exclusion grounds
Absence of electronic submission
Missing tender reveal date, impacting full transparency of bidding period
Limited focus on sustainability, social value, and innovation

Recommendations

1. Immediately publish comprehensive and detailed evaluation criteria, including weighting and methodology.
2. Provide full details for all listed requirements, especially financial and mandatory exclusion grounds.
3. Implement an e-submission platform to enhance accessibility, efficiency, and fairness for bidders.
