Original Tender Description

Antrim and Newtownabbey Borough Council has received funding through the Special EU Programmes Body (SEUPB) to develop and deliver a PEACEPLUS Local Community Action Plan. Programme 1 entitled ‘Our Historical Borough’ will ensure the regeneration and connectivity of heritage and historical sites throughout the Borough. As part of this, Council will deliver a range of new heritage focused visitor products, including walking and driving trails, promoted through two central Heritage Hubs. This programme will provide a platform for building a strong and vibrant local historical and tourism economy, whilst protecting and supporting the growth and knowledge of our shared history for many years to come. As part of the ‘Our Historical Borough’ Programme, Council seeks to deliver the following projects: The creation of two designated Heritage Hubs - one in Antrim and one in Newtownabbey; The creation of five themed driving trails across the Borough; The creation of ten walking trails across the Borough; A full signage and wayfinding upgrade of heritage sites across the Borough; The development of an app to accompany the trails giving additional information on secondary sites of interest and visitor information. The purpose of this questionnaire is to gain an understanding of the latest developments, technology and products in the tourism and heritage industry, in relation to the above projects and how this can inform the Council’s tender specification. Any information gathered will NOT be considered in any future tender evaluation exercise. Participation or non-participation in this pre-procurement market engagement shall not prevent any supplier participating in a potential procurement process nor is it intended that any information supplied shall place any supplier at an advantage in any upcoming procurement process. For avoidance of doubt, this stage of the project is not part of a formal procurement process. Any procurement process will be conducted in accordance with rules and regulations applicable to projects funded under the PEACEPLUS programme.

Tender Quality Score

This is a pre-procurement market engagement notice for a heritage regeneration project. While it provides a good overview of the intended scope and objectives, it lacks crucial details for a formal tender, such as financial information and evaluation criteria. The market engagement aspect is clearly stated, which is a strength.

Score Breakdown

Legal Compliance75/100

The notice is for market engagement, not a formal tender, which explains the absence of a formal procedure and specific legalistic elements. The CPV code is provided, and the project is EU funded, indicating adherence to relevant funding regulations. The deadline is for market engagement, not a bid submission, so its 'reasonableness' is less critical in a legal compliance sense for a tender.

Clarity80/100

The description of the project's objectives and intended deliverables (Heritage Hubs, trails, app, signage) is clear and well-articulated. The purpose of the questionnaire for market engagement is also explicitly stated. However, the absence of formal tender requirements means criteria are not specified.

Missing evaluation criteria
Completeness70/100

Key information such as the title, organization, and a detailed description of the project scope is present. The contract duration and start date are specified. However, the estimated value is not disclosed, and no tender documents with content are available, impacting overall completeness for a formal tender.

Estimated value not disclosed
No document content available
Fairness85/100

The notice clearly states this is a pre-procurement market engagement and that participation or non-participation will not affect future tender evaluations or grant advantages. This approach promotes fairness by ensuring all potential suppliers are treated equally at this early stage. The value is not disclosed, which is a common practice for market engagement but would be a concern for a formal tender.

Practicality65/100

As this is a market engagement, e-submission is not applicable. The contract start date and duration are provided. However, financing information beyond the EU funding source is not detailed, and the lack of a formal tender process means practical submission details are absent.

No e-submission (as it's market engagement)
Financing info not detailed beyond EU funding
Data Consistency90/100

Key fields like title, reference, organization, and dates are populated logically. The status 'planning' aligns with a pre-procurement phase. There are no reported disputes or suspensions.

Sustainability50/100

The project focuses on heritage and tourism, which can have indirect sustainability benefits through local economic development. However, there are no explicit mentions of green procurement, social aspects, or innovation as mandatory criteria within this market engagement notice.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear identification of market engagement phase
Detailed project description and objectives
EU funding source identified
Fairness emphasized for market engagement

Concerns

Lack of financial details (estimated value)
Absence of formal tender evaluation criteria
No tender documents with content available

Recommendations

1. For any future formal tender, clearly disclose the estimated value.
2. Publish detailed evaluation criteria for potential bidders.
3. Include specific sustainability and innovation objectives if applicable to the final tender.
