Original Tender Description

Pendle Education Trust (PET) have decided to tender their catering services contract to investigate the financial and qualitative benefits they could be offered through this process. Services include catering provision for 3 Primary Schools and 2 Secondary Schools Mon- Fri term time (190 days). Approximately 678 primary School meals are served daily and Secondary income is circa 2k per day combined. All Schools have existing kitchens and staff, with good equipment. Here is a little information about the Trust's strategy, taken from their website Pendle Education Trust - Home "Our Trust has the opportunity to influence and shape the children in our family to reach their full potential and more. We have over 2200 (2019-20) children in our schools, three primary and two secondary, with over 300 staff dedicated to their education and wellbeing. We are committed to the communities in which we work and recognise the uniqueness of each of these five communities with the local area in which we chose to work. Whilst we have ambition to increase the size of our family this will not be growth without thought. We are committed to working in our local area and to reaping the benefits of being geographically close - are schools are all within a thirteen-mile radius. We intend to protect our schools and ensure that we do not destabilise our family when we do grow. We have the support of our sponsor, Nelson & Colne College to ensure that we are relentless in our focus on the teaching and learning experience of our children and the improved opportunities this will bring to their lives."

Tender Quality Score

This tender presents significant quality concerns, primarily due to inaccessible key documents, missing evaluation criteria, and critical data inconsistencies, which severely impact fairness and clarity for potential bidders. While basic information is present, these fundamental flaws undermine the procurement process.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV codes correctly, and there are no reported disputes. However, the absence of specified mandatory exclusion grounds is a significant legal omission. The missing 'reveal date' also hinders a full assessment of the publication timeline, though the submission period itself appears reasonable.

No specific mandatory exclusion grounds provided
Missing reveal date
Clarity55/100

The description of services and the Trust's strategy is clear, and AI-extracted technical requirements are understandable. However, the critical absence of specified evaluation criteria makes it impossible for bidders to understand how their proposals will be judged, severely impacting the clarity of the tender.

No evaluation criteria specified
Completeness50/100

While basic information like title, reference, organization, value, and deadlines are present, the tender is significantly incomplete due to two out of four listed documents failing to download. Furthermore, the lack of defined evaluation criteria is a major gap in completeness.

Two out of four tender documents failed to download
No evaluation criteria specified
Fairness40/100

Fairness is severely compromised by the inaccessibility of key tender documents and the complete absence of evaluation criteria, preventing transparent and objective assessment. The lack of an e-submission option also creates an unnecessary barrier for equal access, though requirements do not appear tailored.

Inaccessible key tender documents
No evaluation criteria specified
Practicality45/100

Practicality is low due to the lack of electronic submission, which is a standard expectation in modern procurement. The failure to download essential documents also creates significant practical hurdles for interested parties. A major inconsistency in contract duration further complicates practical bid preparation.

No electronic submission supported
Key tender documents are inaccessible
Data Consistency35/100

Data consistency is poor, with significant discrepancies in contract duration (36 months vs. 5 years with extension) and associated estimated value. Several key fields, such as 'Liable Person' and procedure codes, are also left empty, indicating incomplete data entry.

Inconsistent contract duration (36 months vs. 5 years)
Inconsistent estimated value linked to duration discrepancy
Sustainability20/100

The tender does not explicitly incorporate any green procurement, social, or innovation criteria. While the Trust's strategy mentions community commitment, this is not translated into specific, measurable procurement requirements for sustainability aspects.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear description of services and organizational context
Estimated value and at least one duration specified
Appropriate CPV and NUTS codes provided
No reported disputes or suspensions

Concerns

Critical tender documents are inaccessible
Absence of specified evaluation criteria
Significant inconsistencies in contract duration and value
Missing mandatory exclusion grounds
Lack of electronic submission option

Recommendations

1. Ensure all tender documents are accessible and complete, including evaluation criteria and mandatory exclusion grounds.
2. Clarify and reconcile all conflicting information, particularly regarding contract duration and estimated value.
3. Implement an e-submission platform to enhance accessibility and efficiency for bidders.
