Original Tender Description

Peel Ports owns and operates six of the UK’s most important ports (Port of Liverpool, Heysham Port, Manchester Ship Canal, Medway (Sheerness / Chatham), Clydeport (Greenock, Hunterston, Ardrossan) and Great Yarmouth). It also operates a container terminal in Dublin. All of these locations require dredging services. This Dynamic Purchasing System (DPS) has been established to bring together the majority of Peel Ports’ dredge requirements under a single procurement route whilst still retaining the flexibility to allow maximum competition for each and every dredge.

Tender Quality Score

This tender for Dredging Services DPS is critically incomplete due to the absence of full procurement documents, making it impossible for potential bidders to understand detailed requirements or prepare a submission. While the concept of a DPS for these services is sound, the lack of substantive information and procedural inconsistencies are significant concerns.

Score Breakdown

Legal Compliance100/100

The tender refers to standard procurement elements like mandatory exclusion grounds and eligibility criteria, suggesting an intent for legal compliance. The use of a Dynamic Purchasing System (DPS) is a recognized procurement tool. However, the lack of full documentation prevents verification of adherence to specific procurement regulations or internal policies.

The stated 'Restricted procedure' type contradicts the description of a 'Dynamic Purchasing System (DPS),' which is typically an open procedure for framework agreements, indicating a procedural inconsistency.
Clarity40/100

The overall objective of establishing a DPS for dredging services across Peel Ports' operations is clearly articulated. However, all critical details regarding mandatory exclusion, eligibility, technical capability, and financial requirements are deferred to 'the full procurement documents,' which are not provided.

The absence of detailed requirements renders the tender highly unclear for potential bidders, who cannot ascertain the specific criteria they need to meet.
Completeness83/100

The provided information is severely incomplete. It outlines only the *categories* of requirements without any substantive detail, making it impossible for bidders to assess their suitability or prepare a meaningful application.

No actual tender documents are attached.
Crucial information such as detailed technical specifications, specific financial thresholds beyond a general value, detailed evaluation criteria, and the full scope of services are entirely missing.
Fairness80/100

The stated aim of the DPS to allow 'maximum competition' is positive. However, the requirement for bidders to be capable of delivering services across *all* specified locations (multiple UK ports and Dublin) could be restrictive, potentially limiting participation to larger firms with extensive geographical reach and resources.

The broad geographical requirement may inadvertently tailor the tender towards a limited number of large, multi-national dredging companies, potentially hindering participation from smaller or regionally specialized firms.
The absence of evaluation criteria prevents an assessment of fairness in the selection process.
Practicality40/100

The establishment of a DPS for recurring dredging needs is a practical and efficient approach for the contracting authority. However, for potential bidders, the current tender extract is impractical as it lacks the necessary detail to prepare an application.

Bidders cannot practically prepare a submission or even make an informed decision to apply based solely on the high-level categories provided.
The automated check also flagged 'No e-submission,' which, if true, would be a practical barrier despite the requirement to submit via an 'official procurement route.'
Data Consistency100/100

A significant inconsistency exists between the stated 'Type: Restricted' and 'Procedure: Restricted procedure' and the description of a 'Dynamic Purchasing System (DPS).' These are distinct procurement procedures.

The contradiction between 'Restricted procedure' and 'Dynamic Purchasing System (DPS)' creates confusion regarding the actual procurement methodology.
Sustainability0/100

No information is provided regarding any environmental, social, or innovation considerations within the tender requirements or evaluation criteria.

The tender lacks any explicit mention of green procurement, social responsibility criteria, or an innovation focus, which are increasingly important aspects of modern, responsible procurement practices.

Strengths

Clear overall purpose and scope (Dredging Services DPS for Peel Ports).
Estimated value and contract duration are clearly specified.
Relevant CPV code is provided.
The use of a DPS structure is efficient for recurring service needs.
Stated intent to allow 'maximum competition' for each dredge.

Concerns

Critical absence of full tender documents and detailed requirements.
Significant inconsistency between 'Restricted procedure' and 'Dynamic Purchasing System (DPS)'.
Potentially restrictive requirement for capability across *all* specified geographical locations.
Complete lack of detailed evaluation criteria.
Absence of sustainability, social, or innovation criteria.

Recommendations

1. Immediately publish the complete set of tender documents, including all detailed requirements, technical specifications, and comprehensive evaluation criteria.
2. Clarify and correct the stated procurement procedure to consistently reflect either a Restricted procedure or a Dynamic Purchasing System.
3. Consider structuring the DPS to allow bidders to qualify for specific geographical regions or types of dredging services to foster broader competition.
