Original Tender Description

Wokingham Borough Council will be holding two virtual market engagement events for adult care providers to introduce its new Care and Support Framework. The framework is due to go out to tender at the end of March 2026, with implementation planned from 1 November 2026. During the sessions, commissioners will outline the structure of the framework, explain the strategic person-centred priorities, and provide details of the bidding process. There will also be an opportunity for providers to ask questions. All service lots will be covered at both events, so providers only need to attend one session. The events will take place on: • 26 February 2026 • 27 February 2026 We kindly ask providers who wish to attend to express their interest and provide their contact details, along with the number of attendees, so that invitations can be issued. We look forward to your engagement.

Tender Quality Score

This is a well-structured and clear market engagement notice, effectively communicating its purpose, though it exhibits some minor formal deficiencies in notice classification and submission practicality.

Score Breakdown

Legal Compliance75/100

The notice is for market engagement, not a formal tender. While it follows general good practice, the lack of formal classification for the notice type and procedure, along with a missing liable person, are minor formal compliance issues. Deadlines for expressing interest are reasonable.

Missing formal notice type and procedure classification
Liable Person not specified
Clarity95/100

The purpose and content of the notice are exceptionally clear and unambiguous. Requirements for attending the events are well-documented and understandable. Evaluation criteria and performance conditions are not applicable for a market engagement event.

Completeness90/100

The notice provides all essential information for a market engagement event, including the duration and start date of the future framework agreement. While some formal fields like the liable person are missing, it does not hinder the notice's primary objective.

Liable Person not specified
Fairness80/100

Requirements are generic and not tailored to a specific company. Full document access is provided. While the estimated value for the future framework is classified and there's no explicit e-submission portal for expressing interest, these are acceptable minor points at the market engagement stage.

Estimated value for future framework is classified
No explicit e-submission portal for expressing interest
Practicality65/100

The lack of an explicit e-submission method for expressing interest reduces practicality. Financing information (estimated value) is classified. However, the contract start date and duration are clearly specified.

No explicit e-submission method for expressing interest
Financing information (estimated value) not available
Data Consistency80/100

Dates are logical and consistent across the notice. The primary inconsistencies stem from unpopulated formal fields such as notice type, procedure, and liable person.

Missing formal fields (Type, Procedure, Liable Person)
Sustainability50/100

While the service itself (adult care) is inherently social, the notice does not explicitly highlight green procurement, broader social aspects (beyond the service nature), or innovation criteria for the upcoming tender process.

No explicit mention of green procurement criteria
No explicit focus on innovation

Strengths

Clear and unambiguous description of market engagement events
Reasonable deadline for expressing interest in the event
All key dates for the future framework (tender, implementation) are provided
Requirements for attending the events are simple and generic
Good practice of engaging the market early in the procurement cycle

Concerns

Formal classification (Type, Procedure) for the notice itself is missing
Liable Person for the notice is not specified
Estimated value for the future framework is classified at this stage
Lack of an explicit, formal e-submission method for expressing interest
No explicit mention of sustainability, green, or innovation criteria for the future framework

Recommendations

1. Formally classify the notice type and procedure, and include a liable person for enhanced transparency and compliance.
2. Provide a clear and formal method for expressing interest, ideally an e-submission link or dedicated email address.
3. Encourage the explicit inclusion of sustainability, green, and innovation criteria in the upcoming Care and Support Framework tender documentation.
