Tender Quality Score

This tender for an SCA Preparation Course demonstrates good initial clarity regarding the service required and utilizes an e-tendering portal, but is critically incomplete due to the absence of essential tender documents and evaluation criteria.

Score Breakdown

Legal Compliance100/100

The tender is an open competition below threshold, which generally allows for simplified procedures. However, the explicit omission of mandatory exclusion grounds and specific eligibility requirements raises concerns regarding adherence to fundamental procurement principles and legal obligations.

No specific mandatory exclusion grounds explicitly mentioned.
No specific eligibility requirements explicitly mentioned.
Clarity40/100

The tender provides a clear description of the required service, the target audience (EoE GP registrars), and the purpose (preparation for RCGP SCA licensing exam). Submission instructions and the financial envelope are also clearly stated.

Completeness83/100

This tender is critically incomplete. The absence of any attached documents (e.g., Invitation to Tender (ITT), specification, terms and conditions, draft contract) means bidders lack essential information to prepare a comprehensive and compliant offer. Crucially, evaluation criteria are entirely missing.

No tender documents (ITT, specification, terms and conditions, draft contract) are attached or available.
Evaluation criteria are entirely missing, making it impossible for bidders to understand how proposals will be assessed.
Fairness60/100

The lack of published evaluation criteria severely compromises the fairness and transparency of the procurement process, as bidders cannot understand the basis for award. The absence of clear eligibility and exclusion grounds also poses a risk to fair competition. The highly specific technical requirement, combined with the lack of detailed specifications and evaluation criteria, raises a concern about potential tailoring.

Absence of evaluation criteria undermines fair competition and transparency.
Potential for tailoring due to highly specific technical requirements combined with a lack of detailed specifications and evaluation criteria.
Practicality40/100

The use of an e-tendering portal for all communications and submissions is practical. However, the complete absence of tender documents makes it highly impractical for any potential supplier to formulate a meaningful and compliant bid.

Impractical for bidders to prepare a comprehensive offer without any tender documents.
Data Consistency100/100

There are inconsistencies regarding the contract duration and the estimated financial value. The stated 'Contract Duration: 13 months' conflicts with '12 months, with two optional 12 month extensions' (total 36 months). Furthermore, the 'Estimated Value: 187,200.00 EUR' differs from the 'maximum financial envelope... £156,000 ex VAT'.

Inconsistency between 'Contract Duration: 13 months' and '12 months, with two optional 12 month extensions'.
Discrepancy between 'Estimated Value: 187,200.00 EUR' and 'maximum financial envelope... £156,000 ex VAT'.
Sustainability0/100

The tender does not include any specific requirements or considerations related to environmental, social, or innovative aspects of procurement.

No green procurement criteria.
No social criteria.

Complete lack of evaluation criteria, severely compromising fairness and transparency.
Missing mandatory exclusion grounds and specific eligibility requirements.
